A Microscopic Model Of Information Resources Sharing Between Government Departments And Mechanism Research

Government information resources sharing plays a critical role in thedevelopment of e-government, among which the most challenging part is the problemof G2G information sharing. This research analyzes the practical needs of G2Ginformation resources sharing rfom the prospective of micro level，and proposes theconcept of "Thematic". Basing on the simulation of the interdependence relationshipof the sharing subjectivities, this research builds the theoretical system of G2Ginformation sharing mode and mechanism, providing theoretical support for thepractice.Given sources around the world, this study draws the facts of sharing by thepractical requirements of business themes and constructs the theoretical foundation ofG2G thematic information resources. The present study also proposes three pirnciplesof thematic information resources sharing. According to the different style of businessconnections, the author divides the sharing mode into two parts, namely looselyconncctcd mode and tightly connected mode, which can be further subdivided into1-1model，N-N model,1-N modef and inter public access model. By analyzing thedeifnition and composition of government interests, the author establishes sustainablesharing mechanism by constructing the way to coordinate the government interestswith the help of Game theory. Last but not least, this study divides the implementationof G2G thematic information resources sharing into the switched way, the centralizedway and the mixed way, and by analyzing the case of environment protection businesstheme, the micro-level theory could be clariifed.
