In recent years, the culture of Internet has been playing a more and more important role in China, which caused a lot of social attention. The contemporary research on internet cultural remains qualitative, which focused on the description of the phenomenon of Internet culture, category of Internet cultural groups, such as culture of e-youth, community culture and so on. But few studies conflicts between the old and new culture, not to say cultural studies in empirical way. This study, based on the cultural values of the network, using empirical research methods to prove that the culture of Internet have a significant impact to the macro environment and the people.As for the research on information technology understanding the culture is critical. The cultural studies abroad, mainly focus the three levels of culture (including national level, organizational level and sub-unit level) and how they affect the successful implementation of information technology and application. Culture also plays a role in the Internet (IT) management procedures. Culture is a challenging research variables, partly because of cultural differences has many definitions and metrics. However, there has emerged a large number of papers to clarify the relationship between literature and culture. This paper first reviews the literature abroad to help us better understand the relationship between network and cultural. We first conceptualize culture, on which we will have a Internet-based research. In this way, we then conduct a comprehensive literature review on the organization of the Internet culture at national levels, which linked the concept from the two traditionally separate research. After analysis, we divided network-cultural studies into six themes, namely, the cultural impact to the network (IT), network (IT) impact to the culture, and cultural network(IT). Established on the basis of these themes, we propose a network of cultural values and conflict theory. Based on the theory of Hough Stender’s cultural framework, we propose three types of cultural conflict and the proposition concerned with the conflict results. Finally, the theory reveals that the reconciliation of the conflicting values will lead to a re-positioning. We will end with conclusions based on nationwide quota samples.In my opinion, the domestic network culture caused emerging groups in political, economic and cultural fields, subject to widespread concern of Internet users, which is the result of the social and cultural value conflicts. Therefore, the study of cultural values and cultural conflict is an integral part of the research on the localization of the network location and network culture.This paper attempts to discuss the performance of cultural values conflic on the Hough Stender’s five dimensions of social networks in empirical research methods. The research methodology is divided into two parts, one using Hough Stender nationwide questionnaire survey, conduct some analysis, and introduce phenomenon of network cultural conflicts; the second is to build a cultural adapting model in the network and then analyze it based on the cultural contributions.The statistics of studies I demonstrate that, network culture have developed significant changes in four dimensions:power distance, uncertainty avoidance, collectivism, individual, male femininity, which clearly belongs to the contribution of cultural conflict studies. As Hough Stender’s first survey does not include the fifth dimension, Confucian power, so this study did not measure the fifth dimensions for the lack of information, and the latter part of research will continue to add it.StudiesⅡis divided into two parts:Culture-construction of the cultral adaption and qualitative analysis of acculturation model. Among them, the network users’ cognitive, emotional ability help the comprehension of the network usage significantly.StudiesⅢ:Value conflicts of network cultural groups and qualitative analysis of cultural preference. In addition, depending on income and some demographic variables, we can better observe our people’s cultural values under the new information technology and preferences of cultural values.In summary, we can conclude, from a broad perspective, our people’s cultural values are undergoing significant changes in the new media and information technology environment, and people gradually adapt to this change. Meanwhile, from the microscopic point of view, different sectors of the population have different value preferences, which is true of the cultural adaptation process.
