By the influence of the development of policy study, educational policy study has turned to a significant field of education research and policy study in many countries. Analyzing from the process of policy operation, any policy formulation is a result of optimizing choosing from some imperfect policy schemes. What’s more, as objective conditions constantly change and new policy issues arise, the study of policy evaluation should be reinforced. With the rise of "evaluative states" and the advent of evaluation of education era, the focus people pay attention to about policy shifts from process to result, from input to output, and educational policy evaluation gradually comes into people’s vision. At the same time, the concept of performance in management becomes the topic of educational policy evaluation. From the reality, educational policy implementation in our country having experienced form effect to efficiency and to effectiveness, every stage brings negative consequence to educational and social development in variours degrees, then to strengthen to research the evaluation of educational policy performance is the inner demanding of the times and reality.Evaluation of educational policy performance is a value judgement in essence. The educational policy is an organic composition of society, and performance evaluation must adapt to the goal of promoting social justice, making fairness its value—orientation, not noly ensuring equal education opportunities of the public, but carrying out weak compensation for the current reality of the existence of social vulnerable groups. Educational policies should serve people’s growth and consummation. Performance evaluation should insist on people—orientation, not only focusing on people’s common needs as a whole, but satisfying every individual’s unique needs. Abiding by the conviction of sustainable development, performance evaluation should save cost as to emphaze effect. Independence is an important instruction in education, and in the process of evaluation, we should stick to the independence of evaluation, and realize the individual freedom.Effect, efficiency and effectiveness are the most important concepts in the evaluation of educational policy performance, appearing progressively transformative but incompletely containable relationship. Educational policy effect is the basis of performance evaluation, which is a neutral concept, to express the degree of predetermined educational policy goals accomplished. Educational policy effect can be divided into many types and have some kinds of forms. When evaluating educational policy effect, we have to measure the impact in education field caused by educational policy, called net effect, and pay attention to the influence in non education field. Educational policy effect is often evaluated by before—after comparative analysis, project—after test comparative analysis, policy—no policy comparative analysis and control object—experiment object comparative analysis.Educational policy implementation always bases on a certain policy resources, which are of scarcity and limited. We can find policy resources utilization through analyzing the contrast relationship between educational policy effect and educational policy cost, namely educational policy efficiency. Educational policy efficiency is usually analyzed by cost—benefit analysis, appearing through net present value, present value index and internal rate of return. Educational policy effectiveness is a kind of educational policy effect accordant with social need and personal demand gained by educational policy implementation, which is a positive concept and can be divided into economic effectiveness and social effectiveness. Economic effectiveness is the positive content in effect and efficiency, and social effectiveness mainly refers to adequacy of educational policy effect and educational policy response, reflected by public satisfaction index.Educational policy evaluation is the concentrated reflection of educational policy effect, educational policy efficiency and educational policy effectiveness. It is a certain of educational policy effect that educational policy gains with the most positive values, conforming to the public demand. Educational policy has its own particularity, whose fundamental purpose is for people’s development and people’s perfection, the interests which allocates are complicated, the stakeholder and goals of which are varied, and the evaluation for which is more difficult. There are some limitations in the evaluation of educational policy performance due to the fuzziness and confliction of performance evaluation goals, the limitation of performance evaluation itself and people disturbance caused by different stakeholders. Therefore, during the process of evaluation, some principles should be followed which are the participation of multiple evaluation bodies, equal status of all evaluation bodies, openness and transparency of evaluation process, and autonomy of evaluation procedure. The framework of evaluation of education policy performance should be developed through constructing multivariate evaluation bodies, setting up effective performance evaluation standard, adopting scientific performance evaluation methods and building performance information disclosure mechanism.
