Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has made a series of profound expositions and comprehensive arrangements for poverty alleviation and development work.In November2013,General Secretary Xi Jinping proposed precise poverty alleviation during the inspection in Hunan Xiangxi.On April 1,2015,the 11 th meeting of the Central Comprehensive and Deepening Reform Leading Group proposed “ launch the rural education development so that every rural child can receive fair and qualified education” and vigorously develop education in poverty-stricken areas to become a precise poverty alleviation.Important measures were practiced in education for poverty alleviation.In November 2015,the Central Poverty Alleviation and Development Work Conference clearly included the “Development of Education Poverty Alleviation” in the “five batches” of poverty alleviation initiatives,giving important missions to education,and proposing “governing poverty and helping the poor,by helping the poor,help the country” Education funds should continue to lean toward poverty-stricken areas,lean toward basic education,and lean toward vocational education,help poor areas improve school conditions,and give special care to young children in rural areas,especially those left-behind children." With the implementation of the strategy of getting rid of poverty,education poverty alleviation has become an important way to block the inter generational transmission of poverty.Poverty alleviation and development have risen to unprecedented strategic heights.This not only marks China's official entry into the stage of poverty-stricken and comprehensive well-off,but also precise education.Poverty alleviation plays a fundamental and leading role in the precise poverty alleviation system.The poverty-stricken areas in western China are at the far end of the political structure,the periphery of the economic center,the edge of the transportation system,and the end of information transmission.The ideology is appealed and the radiation of the economic center is relatively weak,coupled with the poor physical and geographical conditions,ethnic composition.It is complex,deeply influenced by religion,and it also has outstanding culturaldiversity.It has long been subject to multiple obstacles such as location conditions,cultural factors,historical accumulation,governance system,and governance capacity.The development foundation is weak,the development speed is slow,and poverty coverage is broader.As far as the current social development situation in the western region is concerned,poverty is an important cause of many problems.Therefore,timely adjustment of governance ideas,speeding up the development and construction of poverty-stricken areas in western China,and realizing the transition from “stable orientation” to “development orientation” of poverty governance,can only cure many problems in poverty-stricken areas in the west from the root causes.Western poverty management should not rely solely on external forces to help people in poverty-stricken areas find projects,develop industries,improve infrastructure construction,and more importantly,cultivate people's awareness and ability to seek self-development.To carry out education and poverty alleviation,and formulate and implement corresponding education and poverty alleviation policies.In essence,we must transform development from "material-oriented" to "people-oriented",promote the all-round development of the population in poverty-stricken areas,and transform the model of "Blood transfusion" for poor people.In order to cultivate the "Hematopoietic" function of self-development of poor people,through education and poverty alleviation,we will seek to improve and develop productive forces,increase the benign changes in science and technology in production,improve the self-accumulation and self-development ability of poverty-stricken areas and poor people,and gradually increasing the ability of regional sustainable development will enable education and economic development to form a virtuous circle system and achieve sustainable economic development.At the same time,with the rise of evaluation countries and the advent of educational evaluation,people's focus on policy shifts transferred from process to outcome,from input to output.Education policy evaluation enters people's vision.The theme of policy evaluation is that during the period when the state actively introduces various education and poverty alleviation policies,the performance evaluation of education poverty alleviation policy becomes an indispensable link in the dynamic operation of education poverty alleviation policy.Strengthening the evaluation of educational policy performance evaluation becomesthe domestic demand of the times and reality.Based on the knowledge of disciplines such as political science,public administration and administrative management,this study is based on the basic logic of "research background-problem formulation-history and reality analysis-theoretical analysis-model construction-model modification-empirical test-countermeasure research" Thoughts,comprehensive use of literature analysis,theoretical analysis,Delphi method,analytic hierarchy process,bench marking management,empirical research and case studies,and other research methods,in the "soft governance" theory,human capital theory,fourth generation of policy evaluation theory and the "three circles" theory,follow the principles of value orientation,systemic principles,scientific principles,comprehensive principles and feasibility,based on "dimension indicators(first-level indicators)-basic indicators(secondary Indicators-specific indicators-three-level indicators)'s tree-like indicator structure system,designed the performance evaluation index system of educational poverty alleviation policy in poverty-stricken areas in western China,and applied the expert consultation method to the initial evaluation index system of educational poverty alleviation policy in poverty-stricken areas in the west,The selected indicators were empirically screened,and finally the Poverty policy performance evaluation indicator system in the western poverty-stricken areas containing 65 indicators was constructed.The performance evaluation index system of education poverty alleviation policy in the western poverty-stricken areas constructed in this study includes four dimensions: “fairness”,“development”,“humanity” and “responsibility”.The “fairness” dimension mainly includes education popularization level and poverty protection level and 19 specific indicators.The“developmental” dimension mainly includes two basic indicators and 19 specific indicators for the development of educational systems and educational objects.The “human nature”dimension mainly includes individual selection opportunities and individual quality training and 10 specific indicators,the "responsiveness" dimension mainly includes two basic indicators of policy awareness and policy satisfaction and 17 specific indicators.This study adopts the expert consultation method and uses the Analytic Hierarchy Process(AHP)to construct the importance degree discriminant matrix,and calculates andassigns the weights of 65 specific indicators of the performance evaluation index system of education poverty alleviation policy in poverty-stricken areas in the west.According to the requirements of the performance evaluation index system of education poverty alleviation policy in poverty-stricken areas in the west,this study classifies the evaluation results,and determines that when the total score reaches 0.9 points or above,the result is excellent,and when the total score reaches 0.8 to 0.8999,the result is good.When the total score reaches0.7-0.7999,the result is medium.When the total score is 0.6-0.6999,the result is average,and when the total score is 0.6 or less,the result is bad.Using the established performance evaluation index system of education poverty alleviation policy in the western poverty-stricken areas,the bench marking management method was used to evaluate the performance of education poverty alleviation policies in seven sample counties/districts in Yunnan Province to test the feasibility of the evaluation index system.Through the actual operation evaluation index system,this study finds that education poverty alleviation policies in poverty-stricken areas in the west have certain constraints on development concepts,development plans,development models,employment linkages,technology levels,operational mechanisms and institutional systems.Specifically,the complete and systematic development concept of education poverty alleviation is insufficient,the high-quality connotation development plan for education poverty alleviation is insufficient,the demand-oriented development model for education poverty alleviation is insufficient,the education and employment "overpass" is not fully integrated,and education poverty alleviation technology degree is insufficient,the mechanism for education and poverty alleviation is not perfect,and the system of education and poverty alleviation is imperfect.On this basis,this study puts forward suggestions for improving the education poverty alleviation policy system in poor western areas,including the establishment of a functional system for education poverty alleviation policies,that is,a comprehensive education system,a smart education system,and a lifelong education system.The second suggestion is to build a management system for education poverty alleviation policies,that is,internal management system,supervision and evaluation system and education management system according tolaw.The third suggetion is to improve the resource guarantee system for education poverty alleviation policy in western poor areas,that is,fund guarantee system,teacher supply system and social participation system.The innovation of this research lies in the construction of the performance evaluation system of education poverty alleviation policy based on the theory of poverty governance and human capital theory,and the use of qualitative and quantitative research methods to construct the performance evaluation system of education poverty alleviation policy.Seven poverty-stricken counties/districts in the western region were selected as the main research objects to carry out empirical research,and finally completed the theoretical research on the performance evaluation of education poverty alleviation policies in the western poverty-stricken areas,the research and operational research on the evaluation system of policy performance evaluation,and the poverty alleviation in education in poverty-stricken areas in the west,and Finally the policy problem diagnosis and development path research.
