Abstract/Summary:
Governments at all levels have placed great importance to talent management in recent years,and thus a considerable number of talent policies have been introduced to create a good environment for the development of talents.However,compared with talent policies,the performance evaluation on talent policies has only just started.There is a large room for improvement in terms of emphasis,evaluation mechanism and evaluation method.Especially with the continuous increase of talent policy investment,talent policy performance evaluation is imminent.Therefore,this paper constructs a set of objective and fair talent policy performance evaluation system to provide reference for the improvement of talent policy performance evaluation ability.First of all,starting from the connotation of policy evaluation,this paper sorts out the research results of current talent policy evaluation at home and abroad,and summarizes the current talent policy in Haishu District,and conducts some research on relevant departments,and holds a seminar for enterprises,issue a questionnaire to understand the degree of satisfaction with the talent policy and related demands.Secondly,on the basis of theoretical research and on-the-spot investigation,using the performance evaluation theory,the author puts forward the conception of the talent policy performance evaluation index system.Comprehensive evaluation is carried out from four aspects of talent introduction,talent input,talent quality and talent achievement,and positive analysis is carried out with Haishu district as a case.Then,from the empirical analysis,the paper analyzes the problems of talent policy performance evaluation,such as the lack of laws and regulations,organizational system,evaluation system,and so on.Finally,the paper puts forward some countermeasures to improve the ability of talent policy performance evaluation,such as changing the three concepts of talent policy performance evaluation.It is suggested that we should establish policy evaluation regulations,establish policy evaluation institutions,improve policy evaluation system and strengthen the application of policy evaluation results in order to perfect and develop talent policy performance evaluation.The research method of this paper is based on the performance evaluation theory,through the comprehensive evaluation method to evaluate the performance of talent policy.The innovation point is to establish a set of talent policy performance evaluation index system based on data,carry out performance evaluation exploratory,and realize quantifiable evaluation process and results.
