Nowadays, with the environmental issues are increasingly serious all over the world, the construction and development of nuclear power projects in China play important roles in fulfilling the electricity demand, optimizing the energy structure, reducing environment pollution, and promoting national energy economic development sustainably. Nuclear power has become an important part in the energy development strategy among countries. However, as risks like nuclear radiation and nuclear leaks are drawing more and more attention, the development of nuclear power construction project led to a number of ethical questions worth considering. These potential risk factors make the construction of nuclear power into a dilemma of development and security, and the ethical risks are becoming increasingly apparent and widespread concerned. In fact, the study of project risk for nuclear power construction is not only an engineering issue, but also a complex ethical relationships between ethical and society, engineering and human, engineering and environment, and so on. Therefore, the study of ethical risk of nuclear power construction project is important for improving the management of nuclear power construction project risks, and promoting the harmonious development of the nuclear power industry. The main contents and innovations of this paper are as follows:Firstly, this paper studies and analyzes the theory of engineering ethical and risk management, combined with the actual ethical risk situation of nuclear power plant projects, and after discussion in depth, this paper makes the breakthrough to propose the definition of nuclear power construction project ethical risk. From the point of view of three main social relations in the engineering ethical environment, the risk of nuclear power plant construction project is classified into ecological ethical risk, security ethical risks and social ethical risk. On the basis of the three subsystems, a lot of risk factors are analyzed and filtered. The final risk index system includes ten indicators, and risk factors associated with an integrated three-level evaluation system. On the new perspective of ecological ethical, this paper researches on nuclear power construction project risk creatively, and establishes an effective and comprehensive index system.Secondly, there are some weakness in the model of expert decision and dynamic index weight decision-making, as the existing evaluation methods cannot fully reflect the true opinions of experts and is unable to assess the engineering ethical risk of nuclear power project dynamically. In order to solve these problems, interval intuitionistic fuzzy sets is applied to the assessment process. This paper establishes the ethical risk assessment model of nuclear power project, and this model is divided into three parts, the expert weights dynamic decision-making model based on the similarity evaluation matrix, the index weight and dynamic decision model based on the combination of subjective and objective factor, and the comprehensive risk assessment model based on interval intuitionistic fuzzy weighting method. This paper uses these three models to solve the dynamic and uncertainty problems of the ethical risk assessment, so that the risk can be quantified evaluated.Thirdly, this paper divides the warning level of project ethical risk, basing on the risk value calculated above. In order to make the risk control method more accurate, three level assessment grids of nuclear power project ethical risk is established. Then this paper adopts the intuitionistic fuzzy sets to assess the ethical risk in each construction stage, on ecological ethical, security ethical and social ethical. Finally, this paper compares the risk assessment value with the Fisher method to determine the risk threshold, and then the risk early-warning can be judged. In this paper, the problems of determining risk levels and judging the risk source direction can be effectively solved by the three level grid warning model.Finally, based on the analysis towards theory, function and methods of engineering ethical risk warning of nuclear power construction project, this paper infers that it is more suitable for judging project ethical risk by conducting the warning process in various stages of construction, on aspects of ecological ethical risk, security ethical risk, and social ethical risk respectively. According to ethical risks of nuclear power construction projects during each stage, this paper proposes appropriate way to deal with specific responses, and designs risk management mechanism of nuclear power construction project. Finally, the theory is applied to real cases, to illustrate the effectiveness and practicality of the method system. This paper puts forward measures to deal with the ethical risks of nuclear power construction projects with new ideas, and the effectively implements the control and management of ethical risks of nuclear power project.
