As an important type of land use, parking use land has formed a well-rounded operation and gotten abundant achievements on theory research in overseas. Compared with foreign countries, parking use land research in China is underdeveloped. Therefore, there are numerous problems to be handled on both theory research and practice operation, especially under rapid urbanization and ecnomy development in China. This thesis focuses on the model of public parking facilicities in metropolises from both theory and practice aspects. The major points and findings are listed as follows:Firstly, public parking land quantities are decided by both the quantities and the tpyes of the public parking facilities. The scale of public parking facilities affected by many factors, but the most essential factor is the economic development level and size of the stock of land resources. In the initial stage of economic development, the quantities of public parking facilities can fully meet parking demand and the main types of parking facilities can be on the ground. With economy development, parking demand has increased. Therefore, public parking facilities quantities at this time should be limited to meet the parking demand and their types should be underground or three-dimensional.Secondly, the nature and intensity of urban land use have the greatest impact on the space layout of public parking facilities. Therefore, based on the urban land use status, location of public parking facilities should choose the multi-model. The top model goal is to enter the central area of the vehicle as little as possible.The middle model goal is to make motorists after stopping walk as the shortest as possible. The lower model goal is at least the cost of public parking facilities.Thirdly, because public parking facilities are of quasi-public goods characteristics, the builders must include both government and market. Currently, the main builder of the public parking facilities should be the market, government is secondary.Fourthly, the evaluation system of the model of public parking facilities use land in metropolises was built by entropy method and multi-objective linear weighting function. The evaluation system mainly considered satisfaction of the evaluators and possibility of achieving goals. The results showed the satisfaction rate and possibility of Nanjing about 70%.Finally, the safeguards and countermeasures of public parking facilities built in metropolis include to strengthen the organization and leadership of public parking facilities, to establish public parking facilities planning and detailed implementation plan, to make favoring policies for increasing public parking facilities investment, to strengthen the management of parking facilities, to optimize the layout of urban functions and to develop public traffic.
