With the quickening of the urbanization process in our country and the improvement of living standards of people, the quantity of the civil cars, especially the private cars, is increasing constantly in cities and towns. So, the imbalance between supply and demand of parking is more and more conspicuous. Solving the problem of parking has already become an important part of the traffic administration in towns. The public parking facility is a useful supplement to construct parking facility; it is also the result of people engaged in lots kinds of public activities. In most towns, the traffic is congested, the investment is bad, the resources are wasted, especially because of the improper locations, the wrong build, the behindhand of parking facility planning, the powerless of control parking sail. Thus, the research on the location of public parking lots in towns has an important meaning.Firstly, this paper has carried on a research to the urbanization process of our country; then, from three respects: population, industrial structure and land utilization, it has analyzed the essential feature of the towns in urbanization region of our country. With the example of parking investigation in Shenzhen Baan district, it has analyzed the essential feature of parking in the towns of our country; On the basis of analyzing characteristic of parking, this paper put forward the motor vehicle OD parking demand predicting model.This paper has studies the distribution problem of mutil-demands and mutil-locations, taking into accruement the attracting amount of facilities. By using the system engineering method, this paper has carried research on the influence factors and the disposition principles of the public parking location. The model of location based on the minimum synthetical generalized cost is constructed with the existent location theory. This paper uses the ant optimism algorithm to solve the model, and limit the bound of pheromone for the sake of the demand can be satisfying distributed in the solving process. At the last, the model and algorithm is proved to be feasible by the example of public parking location in Baoan district.
