Management Research Of Public Parking Facilities In Downtown Area Of Jin Jiang

"Parking is difficult" problem of static traffic has become thorny issue of urban development, especially in economically developed large, medium-sized cities and downtown, because of inadequate facilities number, poor management, irrational layout and lack of sufficient attention to the parking facility management to public sectors in the long process of urban development.This paper studies downtown public parking facilities management of Jinjiang based on the theory of public goods. Firstly, through comparing and analyzing the supply and demand of the center of Jinjiang city parking facilities, this paper instructed the contradiction between supply and demand of parking facilities, predicted demand of parking facilities, and provided a reference for construction of the parking lot; Secondly, the current situation and existing problems of the parking facility management elements were analyzed in order to clarify the crux of the parking problem of center of Jinjiang; Then, combined with advanced concepts and successful experience at home and abroad, the paper studied the parking facilities investment and financing mode, parking charge system, parking guidance system application, and construction of parking management; Finally, on the basis of the above investigation and analysis, six targeted countermeasures were put forward to solve the problem of Jinjiang center downtown parking, including multi-channelly increase parking supply, explore market-oriented financing management mode, set up efficient and orderly management institution, implement strategic parking fee management, build regional parking guidance system, and strengthen the management of constructing parking berth of buildings.There are many commonalities parking facilities management issues for most cities, although this article is based on solving problems within the scope of the Jinjiang area. Therefore, we hope to provide reference for other cities to solve the parking problem by studying the regional public parking facilities problems.
