Study On The Construction And Improvement Of Emergency Capability For Railway Transport Enterprises

Railway transport is an important guiding fundamental industry in China and the main artery of national economy. It is a popular transportation form of the citizens. The safety and harmony of railway transport enterprises have a direct impact on vital interests of the mass people. Therefore, the construction of railway emergency capability is of important practical significance. At present, in emergency management practice, to improve emergency capability is only these enterprises’ idea and slogans, which haven’t been applied to how to improve the emergency capability. The understanding of emergency capability is often very narrow, only be limited to emergency handling ability. The lag of emergency capability construction and the lack of emergency capacity’s promoted system are problems in railway transport enterprises. They are also short of scientific and reasonable evaluation theory and method of emergency capability. Therefore, the railway transport enterprises need scientific theory and methods to guide and promote the construction of emergency capability and improvement.Based on the theory of entrepreneurship and knowledge management theory, this paper defines the enterprise ability, the emergency capability and the emergency capability of railway transport enterprises; analyzes the characteristics of railway transport enterprises’ emergency capacity from the points of professionalism, association, synergy and dynamism; constructs the framework model of railway transport enterprises’emergency capacity; proposes that the construction of railway transport enterprises’emergency capacity can be divided into four parts:factor analysis, the formation analysis, capacity assessment and capacity construction. The paper discusses emergency elements of railway transport enterprises from the organization, resources, plans and information. It also discusses the structure of railway transport enterprises’emergency capacity; the key emergency capacity including the monitoring and warning ability, decision command ability and emergency response ability. This paper explores the formation mechanism of three key emergency capacities. The evaluation index system and standard of railway emergency capability has been built, and the evaluation method and procedure of railway emergency capability is also discussed. From the improvement mechanism of railway transport enterprises’emergency capacity, this paper discusses the mechanism of the ecological mechanism and system evolution mechanism, analyzes the barriers of emergency capacity’s improvement, and leads to the knowledge management of railway transport enterprises. At the same time, the emergency knowledge management of the process-security model has been established. It also studies how to improve railway transport enterprises’emergency capacity with knowledge management. From the viewpoint of knowledge management, this paper has analyzed the way to improve the ability of railway transport enterprise emergency. Finally, from the perspective of qualitative investigate and study XA Railway transport enterprise based on emergency capacity construction condition, combining the109tunnel emergency case, analysis of the XA Railway transport enterprise key emergency capacity construction present situation, the XA railway emergency ability is evaluated.Innovation of this paper is to propose emergency management from a new perspective which is the construction and improvement of emergency capacity and to grasp the essence of railway transport enterprise emergency management by reexamining; to reveal the essential attribute of railway transport enterprise emergency capacity, which is the emergencies replayed behavior,the base layer, presentation layer and the value layer are in emergency capacity; the construction of railway transport enterprise emergency include the fact analysis, formation, evaluation and improvement of emergency capacity;to explain the formation mechanism and the improvement mechanism of railway transport enterprise key emergency capacity. The starting point of the forming emergency capacity of railway is a basic ingredient of railway, its formation is through the integration of basic elements, the integration of the improvement to rely on emergency knowledge management of railway transport enterprise; to build a railway transport enterprise evaluation system for emergency capacity, including the selection of the evaluation index, evaluation standards, evaluation of process design and evaluation methods preferred.The railway development has entered a new historical period in China. The construction of emergency capacity for railway transport enterprise is faced with new opportunities for development and new challenges. Constructing and improving the emergency capacity of railway transport enterprise is the magnitude guarantee of the construction of harmonious railway. Therefore, railway transport enterprise should take own emergency capacity construction seriously, strengthen basic elements, create a learning railway transport enterprise, pay attention to emergency knowledge management, make great efforts to improve emergency capacity.
