Eco-city Implementation Mechanism Research Based On Sino-singapore Tianjin Eco-city Project

With the globalization of world economy, rapid population growth, increasing resource depletion and environmental deterioration have become the significant chanllenges for human survival and development in the 21st century, and caused great concern around the world. Theoretical research and practical exploration on sustainable development have been carried out around the world, and eco-city has become the inevitable product of urban sustainable development. However, the value orientation, development objectives and evaluation criteria of eco-cities vary a lot around the world, because of the great differences in the resources, environment, economic and cultural conditions. Besides, research and exploration on the implementation of mechanisms are even scarcer. In this context, this study will focus on the implementation mechanism of eco-city, to build a goal-oriented implementation and governance mechanism of eco-cities, so as to mobilize the enthusiasm of all sectors of society to achieve "win-win", and turn the theoretical eco-city into a reality.Based on the theories of sustainable development, systems theory, self-organization theory, urban governance theory and ecology theory, this dissertation has combined the methods of literature review, theoretical discussion, case analysis, multidisciplinary evaluation and AHP, .and the newly practice of Sino-Singapore Tianjin Eco-city, to explore intrinsic motivation and implementation mechanism of the eco-cities, further improve the theory system of eco-cities, and guide the practice of eco-city construction. Innovation on theory, methods and models has been achieved.Chapter I introduces the background, purpose and significance, and establishes the overall research framework. Chapter II reviews domestic and international research literature and practice of eco-city, and introduces the progress on theoretical basis, urban governance and public management research. Chapter III analyzed the governance-related subject, their interests demand, behavior and interaction patterns, proposed that the key to the implementation mechanisms is the objectives and safeguards of eco-cities. Chapter IV runs a system analysis around the eco-city development goals, proposed to build the principle and structure of eco-city index system, and the relationship between the main stakeholders. Chapter V analyzed the construction of implementation mechanism, and put forward policies mechanism to promote eco-city construction. Chapter VI takes Tianjin Eco-City for example to analyze and evaluate the existing implementation mechanisms, proposed summary recommendations accordingly. Chapter VII states the main conclusions and future research prospects.
