The Synergy Governance Of The Construction Of Low-carbon City

With the acceleration of urbanization and industrialization process,the problem of global climate change becomes more serious,which has profound influences on the survival and development of humanity.What’s worse,natural,ecological and social systems are faced with serious threats and challenges.As the main site of human activities,the city is the concentration of politics,economy and culture.During the urbanization,the population is highly concentrated,which brings out huge consumption of energy by large-scale infrastructure construction,transportation,logistics and so on.Thus,the city becomes the concentration of carbon emission.Obviously,It is urgently needed to transform the traditional model of urban development,and the ideal mode of building "low-carbon" development becomes the inevitable choice to deal with the climate change.In recent years,China has carried out Low-carbon city pilot projects.Low-carbon city construction is not only the inevitable choice of green and sustainable development,but also the responsibility to deal with the global climate change.Based on the study of low-carbon city construction and synergy governance,puts forward that model of multiple subject of government-led synergy governance,would take full advantage of the strength of government,enterprises,social public and promote the process of low carbon city construction.This paper selects the third batch of low-carbon pilot city--Nanjing as the research object.And adopts the methods of questionnaire survey and in-depth interview to present the present situation of construction of low-carbon city in Nanjing.Based on the theory of governance and synergetics,this paper then further studies the problems existing in Nanjing practice.After that,this paper draws lessons from experience of foreign cities,combing with the specific situation of Nanjing city,and puts forward some suggestions to perfect the city’s synergy governance.For example,cultivate the concept synergy governance of Low-carbon city construction,strengthen the coordination among multi-subjects of Low-carbon city construction,perfect the mechanism to improve the synergy degree between the different subjects,etc.
