| In recent years,with the rapid social and economic development of China,the serious fog weather with PM2.5 as the characteristic pollutants frequently appears in various parts of China.In February 2014,the government of Guangdong province issued the "The Air Pollution Prevention and Control Action Plan Of Guangdong Province(2014-2017)",requires the annual concentration of PM2.5 in Guangzhou and Dongguan in 2017 should be declined by 20 percent than in 2012,Shenzhen’s declined by 15 percent,Huizhou and Zhuhai’s reach the new national standard of 35 micrograms.Thus,Dongguan is facing greater challenges of PM2.5 reduction task than other cities along the Pearl River Delta region.The results of "The Study on characteristics and Control Countermeasure of PM2.5 pollution in Dongguan" show that the effects from local pollutant emission and other region’s pollutant transportation of PM2.5 in Dongguan accounted for half.Under different weather conditions,Shenzhen,Huizhou and other surrounding cities have different effects on PM2.5 in Dongguan.If Dongguan want to achieve the standard of PM2.5 issued by the State Council and the provincial government,It should take effective measures to control air pollution and carry out regional governance with Huizhou and shenzhen.According to the analysis of the characteristics of air pollution and the status of air pollution control in Dongguan,as well as the analysis of the difficulties and Its cause of air pollution control,It’s strongly suggested that Dongguan should be constructed two sets of internal and external mechanism.Internally,realized network governance of air pollution controlling through establishing multi-subject participate model,confirming the type of cooperation,constructing trusted governed environment and perfecting governance responsibility system.Externally,realized regional governance of air pollution controlling through innovating the type of regional cooperation,establishing a regional coordinating institution,perfecting regional cooperative system and establishing ecological compensation system. |
