Since the establishment of the People’s Republic of China, complex major scientificand technological project (CMSTP) such as "Bombs and one satellite" project, mannedspaceflight project, lunar exploration project, have made remarkable achievement. Thetechnological innovation was achieved through the implementation of the project, theintegration of resources was realized by techno logical research and development, themanagement innovation was promoted by the process control. The implementation of theseprojects not only effectively enhanced the country’s technological level, but also greatlyboosted the country’s economic development. Complex major scientific and technologicalproject is an interdisciplinary and multidisciplinary giant system. It requires the integrationof technological resources, the support of fundamental research, breakthroughs in coretechnologies and multi-unit collaboration to manufacture a series of key products. With thedevelopment of social economy and establishment of the socialist market economic system,863,973programs, Long-term scientific and technological development plan havebeen formulated in China, and a number of complex major scientific and technologicalprojects have been implemented. Every success of complex major scientific andtechnological projects is highly dependent on the integrated optimization of many high-techsystems. However, at present, Various scientific and technological resources more andmore emphasis on globalized rationing, the degree of specialization in social division oflabor to is being strengthen, and technology development trend in depth is increasinglyprominent. Under such circumstances, systematic decomposition of technologicalassignments and comprehensive optimization of technological achievements revealed somepractical problems such as lacking overall plan based on the needs of engineering andtechnology; there are too many levels of organization and management system around theengineering system integration process; Diversification of project participating subjectsleads to much difficulty of coordination among the main interests; The transmission,sharing and collaborative innovation of knowledge are not promoted by technologyresearch and development and so on. Therefore, this dissertation researches technologydecomposition and optimization problems of complex major scientific and technologicalproject based on technology integration theory, collaborative management theory,knowledge management theory. This dissertation attempts to propose concept of technology assembly and its theoretical framework to satisfy theoretical demand oftechnology integration in complex major scientific and technological project and guide thepractices of decomposition and optimization of techniques in complex major scientific andtechnological project.Under the guidance of systems science, this dissertation used methods of lit eratureresearch, field research, expert consultation, qualitative research, quantitative research,normative research, empirical research, etc. First, this dissertation used methods ofliterature research, field research, expert consultation and comparative analysis to analyzeand extract those existing problems during the systematic decomposition of technologicalassignments and comprehensive optimization of technological achievements in complexmajor scientific and technological project, to propose the concept of technology assembly,to do theoretical exploration and research of technology assembly system, which could beused the new breakthrough in solving above practical problems. Second, based on theanalysis of technological requirements in complex major scientific and technologicalproject, the dissertation researched the process of technological assignments andcollaborative optimization, including proposing the general principle of technologicalassignments, building model of technological assignments, designing technology taskdecomposition strategy and providing collaborative optimization methods of technologyachievements. At last, dissertation analyzed the collaborative control process of technologyassembly in complex major scientific and techno logical project from interface synergy,knowledge synergy and massage synergy. Specifically, it studied the concept of interface oftechnology assembly, dissected the causes of interface barriers, designed interfacecooperative control mechanism of technology assembly, built multi-level tacit knowledgeinheritance model of technology assembly, designed knowledge cooperative controlmechanism of technology assembly, analyzed massage cooperative control process oftechnology assembly, designed massage cooperative control mode of technology assembly.This dissertation systemically and deeply studied concept system, process andcooperative control mechanism of technology assembly in complex major scientific andtechnological project, and the main conclusions of this dissertation were as follows: First,based on systemic analysis of the practical problems of technological assignments andcomprehensive optimization of technological achievements in complex major scientific and technological project, theoretical analysis framework was built. Specifically, it proposed theconcept of technology assembly in complex major scientific and technological project,analyzed the characteristics and research scope of technology assembly, built micro andmacro process model, and proposed that technology assembly in complex major scientificand technological project should make strategic assembly as its precursor, makeorganizational assembly as its carrier, and make knowledge as its kernel. Second, based onperspicuity of technological requirements in complex major scientific and technologicalproject, general principle and basic definition of task decomposition of technologyassembly were proposed. As for top-level technological tasks, Flexible decompositionmodel of top-level task was built by using ATC method based on reliability. As formodules-level technological tasks, the dissertation analyzed the feasibility and significanceof modules-level technological tasks decomposition by using modularization thinking,provided technological task decomposition strategy, and then constructed the modularizedtechnological task decomposition model. Both of which realized the decomposition ofsystem-level technological tasks. Third, based on flexible decomposition results oftechnological tasks in complex major scientific and technological project, collaborativeoptimization methods of technological achievements in complex major scientific andtechnological project were studied. System-level collaborative optimization goals andmodule-level collaborative optimization goals were proposed and the synergy of them wasanalyzed. As for module-level technology collaborative optimization, collaborativeoptimization model was built and verified by particle swarm optimization algorithm. As forsystem-level collaborative optimization, hierarchical fuzzy multi-objective progressiveoptimization method was proposed. Forth, the dissertation analyzed the control process oftechnology assembly in complex major scientific and technological project, definedtechnology assembly system based on system theory, analyzed its emergence mechanism,and then studied the emergence effect of collaborative control of technology assembly incomplex major scientific and technological project by building quantitative analysis model,lastly provided general idea of collaborative control of technology assembly in complexmajor scientific and technological project. Fifth, the dissertation analyzed the collaborativecontrol process of technology assembly in complex major scientific and technologicalproject from interface synergy, knowledge synergy and massage synergy, proposed "Trinity" cooperative control mode of technology assembly in complex major scientific andtechnological project. Based on interface management theory, the dissertation defined theconcept of interface of technology assembly in complex major scientific and technologicalproject, analyzed its characteristic, dissected interface barriers of technological assembly,and designed interface cooperative control mechanism of technology assembly in complexmajor scientific and technological project; Based on knowledge management theory, thedissertation defined the concept of knowledge synergy of technology assembly in complexmajor scientific and technological project, used differential dynamics method to buildmulti-level tacit knowledge inheritance model of technology assembly in complex majorscientific and technological project,designed knowledge collaboration control mechanismof technology assembly in complex major scientific and technological project. And then,the dissertation defined the concept of massage collaboration control of technologyassembly in complex major scientific and technological project, analyzed the massagecollaboration control process of technology assembly in complex major scientific andtechnological project, and then designed massage collaboration control mode of technologyassembly in complex major scientific and technological project. Sixth, according to thefindings of this dissertation, corresponding policy recommendations were proposed fromthe government level, the project level and the enterprise level to accelerate the technologyassembly process in complex major scientific and technological project.
