From the political and militarily hostility to the close interaction and interdependence after the reform and opening up of Chinese mainland, cross-strait governments, although completely different in politically institutions, have a very special relationship in modern political history in China. Since mainland China's reform and opening up in 1978, tourism has developed rapidly and become a new economic growth point, which also took an important function to building the harmonious society. In 2007, the number of Taiwan tourists to the mainland was nearly 4 million, but reversely, mainland's visitors to Taiwan only 0.23 million. One-way trend appeared in traveling exchange, and Taiwan became an important source of tourists'entry in mainland China. Cross-strait direct flights, comprehensive three direct links and the opening of mainland Chinese to visit Taiwan for sightseeing in 2008 made the relationship between Chinese mainland and Chinese Taiwan reach an unprecedented atmosphere of harmony. The balance of tourism exchanges and co-operations become a pioneering role and platform in promoting cross-strait exchanges.Under Taiwan government'full liberalization policies of mainland tourists traveling to Taiwan and the more closer cross-strait contacts of tourism, the tourism, especially tourism policy research and comparative analyzing the differences between the cross-strait tourism policy, which can seek the common developmental foundation stone, learn from other's strong points to offset one's weaknesses to work together in the globalizing world tourism market and establish a strong and influential status of Chinese people under all being the World Trade Organization (WTO) members and the common blood and cultural ties, are to become a significant research topic.This paper, titled with"Analysis of Cross-Strait Tourism Development Policies", guided by qualitative research methods, studies the cross-strait tourism policies from the political, economic, social, cultural and other macro-oriented views. The paper proceeds as follows: research background and purpose, research methods and procedures, cross-strait research references and arguments, cross-strait political, economic, social and cultural background, the development process of cross-strait tourism, the development and changes of cross-strait tourism policies, the comparison in cross-strait tourism organization and tourism Administrative Law, the comparison of cross-strait tourism policies and analysis of their advantages and disadvantages and the new cross-strait relationship in tourism cooperation and healthy development. Further, this paper takes detailed cross-strait tourism policy for example, and then put forward proposals to share their experience and complement each other after description and comparison. Finally, the conclusion of comparative analysis confirms that exchange and cooperation of cross-strait tourism can promote the relationships between Chinese Taiwan and mainland, thus promote the establishment of base of cross-strait peace. The study also founds that, based on cross-strait peace, there have two important subjects in the cross-strait cooperation of tourism - a historical context and a track of the Ocean - which can work together to build the healthy development model in cross-strait cooperation of tourism in the future, or which can establish the industrial chain of cross-strait tourism from the sea peace park, extend to the four sides of regional tourism cooperation, eventually build the Asia's Chinese tourist circle, and then have Chinese right of speak in the world tourism market.
