The global financial crisis, caused by U.S. subprime crisis, began to turn sour in Greater China Economic Area in second half of2008, and China mainland and Taiwan suffered varying degrees of impact, and both of them are facing with the common challenges of defending global financial crisis. Under the background of financial crisis, the vulnerability of all the economies is exposed. However, mainland has domestic market and Taiwan has experience as well as technology, so the two sides can complement their own advantages and have cooperation. Meaning while, mainland and Taiwan are both emerging economies having high dependence on foreign trade and plenty of foreign exchange. In the post-crisis era, we should catch the historic opportunity of cross-strait peace talks, and promote the economic cooperation, which is the realistic choice helping cross-strait, especially Taiwan, to get rid of the plight of financial crisis and divert challenges to opportunities.With accessing to WTO and introducing more measures to improve cross-strait investment and trade relations, the two sides will enhance the cooperation on investment. Under the opportunities and challenges of financial crisis, industrial cooperation is the main channel, and researching this point has important significance. With the development trend of economic globalization, industry globalization as well as knowledge economy, knowledge is gradually replacing traditional factors of production, and becoming the most fundamental core source, and high-tech industry is the representative of knowledge-intensive industries. As the representative of new production as well as the subject of high-tech industry, IT is the leading industry in the current economic development, and its developing level is one of the most important signs measuring a country’s comprehensive economic strength and technological level, and it’s also the crucial element deciding whether a country can success in the fierce international market competition. Recently, both the mainland and Taiwan take IT industry as one of important strategic industries. What’s more, IT is one of the industries having the strongest complementary advantages, and it is the important area of cooperation. Therefore, researching the IT industry collaboration between China mainland and Taiwan in post-crisis era to defend financial crisis and achieve win-win, has rather crucial value and significance.Based on home and abroad scholars’ plenty of researches about industrial competitiveness and cross-strait industrial cooperation, firstly, this paper summarizes the home and abroad research about cross-strait’s economic and trade cooperation as well as the elements of industrial competitiveness, and finds out that the research of home and abroad scholars is mainly focused on phenomenon analysis and static study, and the papers about high-tech industrial cooperation are mainly on complementary advantages, lacking of research system of qualitative and quantitative analysis. What’s more, the research tool is simple; this paper will explain the theoretic bases, and will use Median Voter Theory to research the real causes of mainland increasing R&D; combing with two sides IT industry’s characteristics, this paper will analyze the influence of financial effect and their own advantages, disadvantages, opportunities and threats. Overall, both mainland and Taiwan have suffered different levels of negative effect, and economy shows floating situation, foreign trade as well as employment have been influenced. Mainland and Taiwan have advantages, disadvantages, opportunities and threats to defend the financial crisis, so they must cooperate; use qualitative method to analyze three provinces-Fujian, Jiangsu and shanghai about current situation of IT industrial collaboration, the necessity of enhancing collaboration and feasibility of deeper cooperation in post-crisis era. Overall, Fujian, Jiangsu and Shanghai have characteristircs, and they all pay high attention to IT industry’s development; build the evaluation index system of IT industrial competitiveness, and use whole principal component analysis and principal component analysis (PCA) to define each index’s weight. According to the data of three provinces and Taiwan from2000to2008, this paper will calculate each score and comprehensively compare their own advantages and disadvantages, then can get the whole conclusion:From2000to2002, IT industrial competitiveness of Taiwan is stronger than the mainland, but from2003to2004, Shanghai’s IT industrial competitiveness is higher than Taiwan, and from2005-2009, Jiangsu becomes the first one. Furthermore, this paper will explore the ways and models of cross-strait IT industry’s cooperation in the post-crisis era, and find out there are six models which are linked to each other and promoted by each other; finally, this paper will propose several policy recommendations for cross-strait IT industry’s development in the post-crisis era, and the detailed aspects are following:firstly, stabling the pluralistic financing system, and strengthening the venture capital operations; secondly, strengthening the protection of intellectual property, and implementing technical standards system to improve the capability of independent innovation; thirdly, improving the market mechanisms, and respecting and letting out enterprises’autonomy rights; fourthly, increasing governmental supports to the information industry for supplying a better economic and trade environment to cross-strait; fifthly, promoting the close convergence of both sides’IT industry, and forming a reasonable pattern of labor division.The innovation of this paper is mainly showed on the following four aspects: firstly, distinguishing from the majority of experts, this paper chooses IT industry, which is more specific and targeted. Secondly, the index system contains wider content, and the chosen indexes are more targeted to IT industry. Thirdly, the quantitative method is global principal component analysis, which is different from AHP, input-output method and so on. What’s more, not only does this paper analyze the difference of cross-strait IT industry, but also it analyzes the difference among Fujian, Jiangsu as well as Shanghai. Fourthly, based on Median Voter Theory, this paper explores the real causes of mainland increasing R&D expenditure.
