Distribution Efficiency Research On The Grain Seed Industry Of China

People are the center of nation and Bread is the staff of life.General Secretary Hu Jintao pointed out profoundly:"The food problem of 1.3 billion populations is the major event of nation,and the foundation of social stability,economic development.If There is no guarantee, all developments are Out of the question.".So,we know that the grain is very important to the national economy,but the grain seed industry is the source of the grain production and food problem.The distribution efficiency quality of the grain seed industry is related to the grain planting, the farmers income and the grain security.The distribution customer of the grain seed industry is the farmer, the circulation market is countryside, therefore promoting distribution efficiencyof the grain seed industry, and spreading high quality seed in the rural market, are the effective safeguards of constructing the socialism harmonious society and the new countryside. At the same time, it can promote the farmer to buy plants, the planting enthusiasm, and increase grain production. Distribution efficiency advancing can ensure the food security and the social stability, and achieve the positive cycle of the grain seed industry.The domestic scholars pay little attention to distribution of the grain seed industry as well as the distribution efficiency. The experts of natural science devote to seed's technical research and development, and the social scholars thought that so long as the grain seed technology is advanced, the farmer voluntarily will buy plants, therefore, many scholars neglected the retailing research of the grain seed industry. The grain plants industry the efficiency enhancement has promoting effect on the technical research of the grain seed industry.This article analyses correlation theories on the distribution of the grain seed industry, the distribution present situation,the rating system's construction of the distribution efficiency as well as the empirical study,the relations between the distribution efficiency and the grain yield,and so on.First of all, this paper systematically reorganizes correlation theories on the distribution efficiency of the grain seed industry, from First this article combed the grain to plant industry the retailing efficiency correlation theories systematically,from agricultural economics, Industrial organization theory, market marketing theory, public economic theory, to welfare economics theory,etc.Secondly, it contrastes the distribution pattern, points out the question and necessity of promoting distribution efficiency.Thirdly, according to the characteristic of the grain seed industry,and the relations of grain increasing, the country food security, the social stability as well as grain industry development, this article constructs efficiency evaluation system of the grain seed industry. This article makes an empirical analysis on the distribution efficiency of the grain seed industry with the data from 1989 to 2008.The research indicates that four influencing factors of supposition have different effect in long and short term. For example, the state finance expenditure on agriculture has positive effect in short term,but inverse influence in long time.Fourthly, this article analyses the relation between the distribution efficiency of the grain seed industry and the grain yield.This article establishes the semi-logarithmic model to study the relation.The result shows that both have the long-term cointegration relations and Granger causal relation.Fifthly, from the microscopic angle of view, this article compares the distribution efficiency of 9 grain seed companies by DEA method,and makes an empirical study on 2004-2008 panel data.The result indicates that the distribution efficiency of the grain seed industry in China is bad.Finally, this article proposes countermeasure of improving the distribution efficiency of the grain seed industry based on the empirical result.This article's innovation mainly manifests in three aspects:1.Based on the significance of grain security,farmers'income increasing and social stability, this paper analyses the distribution efficiency. It has constructed the synthetic evaluation system of distribution efficiency based on the benefit of the producer, the distributor, the farmers and the country.2. This article makes an empirical study on the distribution efficiency of grain seed industry,and it shows that the distribution efficiency is overall on the rise in 20 years, even though has fluctuations sometimes. In addition, through empirical study we find that they have correlation relations between the distribution efficiency of grain seed industry and the changes of food production,thereby this paper concluses that the distribution efficiency of grain seed industry is very important to food security in China.3. Through empirical Study of affect factors, we discovers that some factors's influence on the distribution efficiency of the grain seed industry is different,and the long-term influence and the short-term influence are dissimilar. For instance, the farmers'educational level, most people think that they have positive relation,but,the result demonstrates that they are negative correlation.
