| Along with the acceleration of economic globalization, international competitionbecomes fiercer, the essential part of which is science and technology, especially thecompetition of autonomous innovation.A stratagem about technology development has beenproposed explicitly that a transfer must be achieved to focus on the leapfrog development oftechnology and autonomous innovation, oriented from tracking and imitating. As a significantpart of the national innovation system, private high-tech enterprises are the most activemicro-innovation subjects, who will certainly speak louder on the future innovation stage.Therefore, it makes great sense on both practice and theory studying of private high-techenterprises and analyzing their innovation dynamic system.After carding the national and international literatures, we give a brief connotativedefinition of the autonomous innovation on private high-tech enterprises. We analyze thecurrent innovation development of these enterprises, mainly focused on the status ofinnovation input, output and business distribution, which indicating the existing problems oftheir innovation. Then we deeply and comprehensively analyze its formation. Based on theanalysis about the implication and characters of the autonomous innovation dynamic systemin the private high-tech enterprises, we staidly analyze the factors which largely influence theformation of the dynamic system from both the inside and the external. A structure mode onthis autonomous innovation dynamic system is set up on the foundation of the formeranalysis, which consists of an inner subsidiary dynamic system and an outsider one, each ofwhich is made up of four different dynamic elements. According to the self-organizing theory,we conduct a characteristic analysis on the working mechanism of the autonomousinnovation dynamic system of the private high-tech enterprises, demonstrating it through fouraspects—opening, non-equilibrium, nonlinearity and fluctuation. A deeper analysis is alsoconducted about the relation between the inner and outsider subsidiary dynamic systems, onthe basis of the study concerning the structure and functions of them. On one aspect, wediscuss the correlation between the elements from outsider subsidiary dynamic system andthe inner one; on the other, we deliberate the correlation between the inner and outsidersubsidiary dynamic system. Establishing an evaluative feature target system on theautonomous innovation dynamic system consequentially, we apply group decision-making features root method to sift the indexes, and thus confirm a key target system of this systemevaluation. In addition, the fuzzy integral comprehensive evaluation mode is also applied tothis innovation dynamic system to empirically analyze the result of the operation of theautonomous innovation dynamic system in private high-tech enterprises, bringing about theintegration of the theory and practice. Ultimately, in the view of both government and theprivate high-tech enterprises, this paper raises a countermeasure to facilitate the effectiveoperation of the autonomous innovation dynamic system of the private high-tech enterprises,concerning what have been discussed above. What the government needs to do isconstructing a fair market environment to weaken the compression force of marketcompetition, accelerating reforming social system to stimulate the motive force of marketdemand, perfecting macro-economic policies to strengthen the supporting force ofgovernmental policies and enhancing protecting innovation to promote the driving force ofscience and technology. In addition, private high-tech enterprises have to improve theirqualities to expand the charismatic force of the spirit of entrepreneurship, to take variouskinds of stirring measures to promote the driving fore of enterprise interests, to speedconstructing innovation systems to boost the safeguard force of enterprise innovation and toestablish the values of innovation to exert the influential force of enterprise culture. |
