Along with the pace of global economic integration, modern port logistics, chiefly represented by supply chain services, are developing rapidly, and exerting great influence on the port planning. The research on the port logistics system planning method based on supply chain becomes a major subject to solve the planning problems.By systematically analyzing the port logistics supply chain, this dissertation is mainly concentrated on the planning and design methods of port logistics system by systematic study, these methods include the port location selection, detemining the scale of habour facilities, plane arrangement for logistiecs port area, operation and evaluation methods of port logistiecs system, and through to in-depth study to open an effective way to planning port logistics system.First, this dissertation describes the basic theory of port logistics system planning based on supply chain, gives the definitions of supply chain management and port logistics system; and analyses some typical patterns of port logistics at home and abroad. On this basis, the structure of port supply chain and planning steps of port logistics system are described.Second , using the minimum cost flow method to determine the site selection in planning port logistics system, and puts forword an optimization method based on bi-level programming model for collecting and distributing network structure in port logistics system.Third, this paper puts forword a new method of determining the port logistics scales based on the demand related to the operational capacity of berths, and through the mechanism analysis of the port logistics demand, presents a port throughput combination prediction model based on genetic algorithm.Fourth, through the redefinition of the scope of planning port area, puts forward the concept of logisitics port and a bi-level SLP method to optimize the layout of port function.Fifth, concideing the information data integration is a way to achieve the optimization goal of port logistics system through the analysis of operating mechanism for port logistics system, and presents the structure model of planning port logistics information system. Finally, by building the evaluation index system of port logistics system, the author brings forward a comprehensive evaluation method in accordance with the AHP/ERM, and gives a comparative analysis of the logistiecs system competitiveness in different ports.This dissertation, combining port logistics planning theory with practice, is of considerable value on theory research and practical application.
