Informatization has become the strong drive in promoting high speed development of the human society. In recent years, the investment in the construction of informatization has increased exponentially in our country. Moreover, informatization has played important role in informatization project measurement and evaluation, ensuring the smooth progress of relevant works to produce actual effects, and the effective guarantee of optimizing project investment and advancing project implementation efficiency.With the trend of increasing complexity in the development of Manufacturing Informatization Engineering (MIE) project construction, the MIE project measurement and evaluation has also demonstrated high complexity. The measurement and evaluation environment, content and process interact in multiple facet, and the uncertainty of the project lead to the need of considering the dynamics of environmental changes during evaluation. Traditional static evaluation tends to be independent measurement outside of the project, focusing on a specific target at a specific stage. It paid much attention to the reach of the pre-established target but not to the maximum realization of the project value in a complex and changing environment, nor the management advancement. Therefore, it is urgently needed a new and suitable measurement and evaluation concept and method to construct effective project measurement and evaluation system and mechanism. The study of Dynamic Measurement & Evaluation system and method has provided new ideas to MIE project management which is an effective method of researching MIE project problems under the complex environment. At the same time, it also constructs project basis for the construction of a perfect National Informatization Measurement & Evaluation System.This thesis clarifies the new trend of measurement and evaluation theory development from the view of discuss and analysis of the formation progress of informationization measurement and evaluation theory as well as the main stream research direction of measurement and evaluation method. This means that when transfer from the comprehensive target of"static measurement and evaluation efficiency"to"dynamic promotion of efficiency by measurement and evaluation", the measurement and evaluation method has shown the trend of diversity and different combination of methods, which has established the basis of theory and methodology for MIE project Dynamic Measurement & Evaluation system and method.Secondly, this thesis analyzes the management process of MIE project deeply; builds the whole lifecycle management course mode of MIE project as well as, based on the system structure mode under the complex system theory, clarifies the phases of MIE project Dynamic Measurement & Evaluation, the source of the complexity of project and the management dynamics. It brings to light the natural characteristics of the measurement and evaluation object system of MIE project. Thirdly, this thesis discusses the meaning and application of MIE project measurement and evaluation as well as the necessity of Dynamic Measurement & Evaluation. By the analysis of function mechanism of the measurement and evaluation in the MIE project overall process management, it constructs a concept model for the Dynamic Measurement & Evaluation of the MIE project overall process management. In addition, it also provides systematic analyses of the whole process and content of measurement and evaluation activity.Fourthly, this thesis systematically analyzes the methodology of MIE project Dynamic Measurement & Evaluation. It analyses the problems to MIE project Dynamic Measurement & Evaluation method system research, and brings forward of the target and principle of MIE project Dynamic Measurement & Evaluation method system. The MIE project Dynamic Measurement & Evaluation method system includes: the dynamics of indicator system, evaluation criterion, index weight as well as measurement and evaluation method.Fifthly, by summarizing the common use of the comprehensive measurement and evaluation methods, combined with the different characteristics of various MIE project phases, it presents an innovative combination appraisal method of MIE project Dynamic Measurement & Evaluation on the basis of"D-R-H-F ,Delphi-Rough Sets - Analytical Hierarchy Process - Fuzzy Comprehensive Evaluation".Finally, based on the above theory and method, empirical research in informationization project construction in a manufacturing enterprise has been conducted.
