It has become an urgent and important task to establish an efficient managemnt system for national planned hi-tech projects to promote the advance of the national innovation system. Though the modern management theory has been exploited in the management of our national planned hi-tech projects, we still lag far behind our foreign counterparts in science innovation, efficiency of scientific research and the level of the production. After exploring the differences between the domestic development mode of managing planned hi-tech projects and the foreign one, this dissertation analyzes the basic institution of managing planned hi-tech projects and its innovation, and then analyzes the problem of adverse selection, moral risk and dereased efficiency due to information asymmetry. For the management innovation and the mechanism of continuous optimization of planned hi-tech projects management, this dissertation exploits the theory and methodology of moden project management in the study of the theory and methodology of effectively contolling project risk, improving project quality and efficiency, and promoting knowledge sharing and technology innovation by researching on overall controlled process management, risk management, performance and credit evaluation, as well as knowledge management platform taking the characteristics of hi-tech projects into consideration. Those theory and methodology can be referenced by our government for the theory, methodology and institution of managing planned hi-tech projects.The theory and methodology of managing planned hi-tech projects are studied from three aspects, that is, institution design, operation management and support platform. To ensure that the goal can be achieved in high quality and efficiency and at low risk, the management system is studied which consisits of institution of managing planned hi-tech projects, integrated scientific and technological information service and knowledge sharing platform, overall process management based on life cycle model, risk contolling, as well as performance and credit evaluation. The main contents of the dissertation are as following:The institution of managing planned hi-tech projects. It is analyzed from the aspects of property rights and institution transfer and corresponding measures are proposed according to the basic theory of new institutional economics. Furthermore information economics and game theory are exploited in the analysis of adverse selection and moral risk resulting from information asymmetry, and the principal-agent model is adopted to analyze the controlling and inspiring mechanism of managing the planned hi-tech projects of China so that the decrease of efficiency caused by information asymmetry can be minimized. The behavior of the project research team is guided by the designed institution and contolling and inspiring mechanism so that they can achieve the project goal in a self-conscious and autonomic way.The process management of planned hi-tech projects based on PDCA (Plan, Do, Check, Action) cycle. The process management model and specifications, which focus on overall controlling of process, project quality and goal, are designed according to the theory of modern project management After the analysis of the theory of PDCA management, the methods of process management of planned hi-tech projects are discussed in pursuit for continuous optimization and perfection of project process management.The risk management of planned hi-tech projects. After the analysis of the characteristics and the elements of risk of planned hi-tech projects, the multi-dimensional space model of risk management is designed to provide theory frame for managing the risk of projects through their life time. Furthermore the methods of continuous risk management of planned hi-tech projects based on their life cycle are discussed to keep decreasing the cost and loss resulting from project risk. Finally the risk cotrolling system and risk evaluation system are constructed to provide the risk contolling methods based on quantitative analysis. A case is given for risk evaluation.The performance and credit evaluation of planned hi-tech projects. After the analysis of the status quo of domestic scientific&technological projects evaluation and its significance, the integrated evalution model is proposed, the evaluation index systems of different stages in their life cycle are designed and the evaluation methods are proposed. The system of evaluating the behavior of research team is constructed and the methods of inspiring good behavior are explored. The evaluation results are recored into the personal scientific research credit records to form the morality and reputation obligations for science and technology researcher.The establishment of integrated scientific and technological information service and knowledge sharing platform. By exploiting the theory of knowledge management and knowledge engineering and modern information technology, the function modules of the platform and the architecture model are designed after the requirement analysis. Also the key technologies are explored to construct a stable, efficient, safe, flexible and user-friendly information service and knowledge sharing platform to improve the planned hi-tech project management level, which supports the collecting and sharing of project information, the tracking and quantitative evaluation of project process, communication and collaboration among researchers, knowledge mining and decision.
