When the oil production enterprise carry on the performance evaluate of managementpersonnel, bccausc the characteristics with a lot of evaluation indicators, the hierarchy,qualitative and quantitative. It leads to many diiffcult problems of the oil productionenterprises performance appraisal. This paper faces the need to staff performance evaluation inChangBei project, systematic analysis the characteristics of staff performance evaluation inchangbci project, According to the certainty and uncertainty of experts’ evaluation information,the paper establish the employee performance evaluation mode) of the ChangBei project basedon the certainty and uncertainty inofrmation,effectively improve the level of performancemanagement, and enhancc the enterpris’es cohesive ofrcc and the overall competitiveness, andprovide efleetive method basis for the oil enterprises performance evaluation. The work andthe major innovations of this thesis include:Firstly, proposed a suitable performance comprehensive evaluation method for theemployee in ChangBei project. When experts appraisal work accomplished for the evaluationsubjects, aim at the certainty and uncertainty of evaluation information, the article constructthe performance evaluation model for the staff in ChangBei project based on the certainty anduncertainty information. The method can effectively compensate the limitations for traditionalexpert evaluation method;Secondly, establish the scientific and reasonable performance evaluation indicator system.According to the characteristic of ChangBei project, the performance evaluation indicatorsystem was established in this paper by combining the key performance evaluation indicatormethod with the management by objective thoughts. This system has practicability andtargeted, so it can provide the guarantee for the science appraisal staffs achievements;Thirdly, build the performance comprehensive evaluation method for the employee inChangBei project based on certainty information. On the based of the performance evaluationindicator system, in the view of the certainty information, establish the performance evaluationmodel for the staff in ChangBei project based on the analytic hieracrhy process. At the sametime, combined with360-degrcc, using a full range of evaluation methods, and set the the reliability coeiffcient for the expert. It can effectively ensure the objectivity and impartiality ofthe evaluation results;Fourthly, construct the performance comprehensive evaluation method for the staff inChangBei project based on uncertainty information. Aim at the uncertainty evaluationinformation, that is the experts used the uncertainty and omprecision number to show thejudgment, such as fuzzy number and interval number, establish the performance evaluationmodel based on the construction of fuzzy comprehensive and interval analysis. The model andmethod is to supplement and complete for the traditional performance evaluation methods, andeffective to ensure guarantee the validity and applicability of data. At the same time, thisevaluation method is relatively consistent with the judgement of people habits.,so to improvethe objectivity and accuracy of the evaluation results.
