Urban public service is an overall concept of spiritual service, institutional service and concrete service. The urban government provides 'the generalized urban resident' with the scarce service resources so as to fulfill the resident's need of survivorship and development. The Five Functions of urban administration are Guidance, Norm, Governance, Service and Operation. Among them the function of service is the most powerful one by influencing the both of depth and scope. It is also the most important function the socialist urban government ought to undertake.The researching goals of this paper are as follows: Firstly, to expound theoretically the three basic problems, that is, what urban public service is, for whom and how the service is undertaken and on the base of these to improve the basic theoretic frame concerning urban public service and to deepen the research on the theory of Five Functions of urban administration. Secondly, to study systematically the actual matters in the fields of urban public service and to provide urban administrators with practical support on the theory and decision-making support in order to improve the level of urban public service.Combining the methods of standardizing and demonstrating, comparing between China and foreign countries, analyzing the statistic data and further citing Domino-effect, Holographic theory, Do-nothing thought etc. summarizes worldwide relative researching work and concludes three new opinions: Firstly, in order to improve public service, Chinese cities should break the old definition regarding 'resident' at first. For this drew out the concept of 'the generalized urban resident' and provided a theoretical base to solve the covering matter on urban public service. Secondly, the urban public service resources are limited but it's possible to realize a joint improvement of equality and efficiency to a great extent through a scientific and systemic arrangement. Thirdly, proposed the three dimensional system of urban public service covering the general urban resident for the first time.The paper consists of two parts: The 1^st part of the paper, including the former three chapters, covers the three basic problems on urban public service and clarifies object, content and approach of urban public service theoretically. The 2nd part of the paper, including the latter five chapters, covers 'the research to practical issues in some important domains on urban public service' and concerns service for enterprises, service of urban infrastructure, service of education, multi-service for resident and anti-disaster service respectively.The main contents of this paper are as follows:Chapter 1, with the subject of 'The object of urban public service', answers for 'whom' urban public service serves. Through analysis on power and duty of urban government and review on the developing process of theory and practice of public administration, makes clear the necessity and reality of 'serving people'. Calls on the exoteric of 'the generalized urban resident' and 'customer ideal' on urban public service, and advocates urban government should regulate the relation between officer and civilian related to urban public service on the base of the above two important ideals in China.Chapter 2, with the subject of 'The content of urban public service', focuses on answering 'what' urban public service is. The content can be divided into the following three parts, that is, the system of service on spirit, the system of service on institution and the system of concrete service.Chapter 3, with the subject of 'The approach process of urban public service', answers 'how' to serve. In order to improve the level of urban public service it's necessary not only to make clear some theoretical basic issues but also to carry out PDCA through urban public service with the direction to satisfy generalized urban resident.Chapter 4, with the subject of 'The service for enterprises', analyzing the relations between government and enterprises, emphasizes on the analysis of the phenomena of rent-seeking, false-locating, over-locating, short-locating etc. while government serves enterprises and on the matter of out of joint between supply and demand, proposes the principle of service for enterprises, the idea of reconstructing procedure and the specific measures and suggestions. Chapter 5, with the subject of 'The service of urban infrastructure', analyzes the problems of road-zipper, non-balance of supply and demand and supplying system on the basis of researching the meaning, main content and goal of service of urban infrastructure and puts forth the principles of service of urban infrastructure, the standard of marketization and specific methods.Chapter 6, with the subject of 'the service of urban education', focuses on the equality issue of urban education. The key point to construct a harmonious city is whether the peasantry worker and their children can enjoy the fair education and emphasizes on how and where urban governments should undertake effectively.Chapter 7, with the subject of 'The multi-service for resident', analyzes the food safety problem, the weak community issue as well as the matter of out of joint between supply and demand on the basis of researching the meaning of multi-service for resident, main content of multi-service for resident, main goals of multi-service for resident and puts out the principle of multi-service for resident, the idea of constructing dialogue system between supply and demand and specific measures to improve multi-service for resident.Chapter 8, with the subject of 'The urban public anti-disaster service', studies the concept, sorts, characters and aftereffects of urban disaster, analyzes the current matters of consciousness, issues of the main body's structure as well as the issues of supervising mechanism in urban public anti-disaster service and proposes some advices on policy of anti-disaster service aiming at the currently existing issues.
