Research On Regional Planning And Regulation Of Beiyang County In Henan Province

The development of the urban system will face a series of mutual interlaced, influenced and restrained problems, such as society, economy, science and technology, resources and ecological environment. etc. As an important means of realization of social, economic and environmental development, the urban planning means to build the environment for the survival of the mankind through the rational allocation of urban and the rural land resources. At present, with the development of economic globalization, market economic system, urbanization, the urban planning is needed adjustment to meet the scientific urban development, and it is needed to pay attention to the overall coordination for forming effective planning control system. However, owing to political, economic and social conditions, the existed urban planning give no consideration for region concept. Based on the previous study at home and abroad , this paper combined theory analysis with demonstration and studied the urban planning model and control measures through typical case study of Beiyang county in Henan province in regional perspective , which provided reference for next urban planning revision. The following are the main conclusions.Based on specific analysis of Beiyang county in Henan province, the research of the urban and regional interaction mechanism is carried out, and the result shows the overall development is supposed to include in the regional development .But the good space system between urban areas and rural areas is needed for regional overall coordination development. Therefore, as an effective means of performance of space systems between urban and rural areas, the urban planning must be under the overall region development planning practice guidance.However, the region concept is not included in the previous planning of Beiyang county in Henan province. Therefore, in order to achieve coordinated regional development, the overall regional development is supposed to include in the spatial planning of Beiyang county in Henan province.In this paper, the macro-regional integration planning and the central city planning of Beiyang county in Henan province and the corresponding control mechanism is carried out. This study provide a direction for the overall region development strategy ,and this will help improve the relations between the urban and rural areas and the free movement of production factors between the urban and the rural areas.(1) Based on the analysis of the formation and the development of city as well as region and the study of urban and regional interaction mechanism, this paper put forward the urban coordination development theory in regional perspective. The urban planning is needed to change from the traditional planning which pay more attention to administration to the space layout planning which pay attention to the whole region development. Based on the overall development of the region concept, the implementation of dynamic control is needed. Therefore, the overall development of the region concept is included in the spatial planning of Beiyang county in Henan province(2) According to the above analysis, this paper put forward different levels planning system, the specific urban planning model.and the central city planning model through typical case study of Beiyang county in Henan province.(3) The urban sustainable development means population, economy, society, resources and the ecological and environmental development. This paper put forward the urban planning mechanism and the specific measures of Beiyang county in Henan province on the basis of the aim of the urban planning mechanism.
