Knowledge management is one of the results of a combination of management science and information science. Knowledge management has already established its own theoretical system, and has caught the attention of both theorists and practitioners alike. With the advancement of the global economy and spread of knowledge, concentration of enterprises and knowledge asset and multinationals' regional investment preference has made it inevitable that regional economy and regional innovation system will speed up its development. Also, regional advancement exists because of its unique characteristics. Innovation is the basis of regional value. Under the circumstance of this global knowledge, research in regional knowledge management has become urgent and necessary.An urgent and important issue facing academies, business community, and all levels of government is how to encourage innovation and spread of knowledge within the region through regional knowledge management and the establishment of innovative environment and system. This paper will discuss several issues on knowledge management from the angle of regions. Research results of this paper will be used to guide the practice of research and develop center in Beijing and offer concrete strategies.First, the paper will discuss the definition and scope of knowledge. The main idea is that knowledge is a kind of asset, and is the basic element of economic development. Knowledge has the characteristic of activity. Knowledge activity includes knowledge innovation, collection, combination, spreading, distribution, evolution, and spilling effect. Thus, knowledge management can be separated into knowledge asset management and knowledge activity management.
