Environment Innovation Environment、Knowledge Spillovers And Regional Innovation Capability

The world has stepped into the era of knowledge economy. Innovation is the soulof knowledge economy, which plays an important role in promoting the economygrowth. While the deepening of economic globalization, the world economicdevelopment emerged regional characteristics. Regional innovation capability isbecoming one of the decisive factor for the competitiveness of region. There is hugedifference among the provinces of China in regional characteristic and economicdevelopment level. Therefore, in order to explain the structural causes of the regionaldifferences, a study based on the regional dimension of innovation is suitable.The paper makes China’s administrative regions (except Tibet, HongKong,Macao and Taiwan) as the object of study, and divides them into outstanding areas,general areas, backward areas by innovation foundation, and divides knowledgespillovers into international ones and domestic ones. The paper selects six indicatorsabout infrastructure, human capital, institution, market activity, culture of innovationand the organization’s network to measure a region’s environment.The paper use the fixed effects analysis model finding that the outstanding areasprimarily benefit from knowledge spillover of foreign investment while the generalones benefit from the knowledge spillover of imports and exports, and the backwardsones benefit more from domestic knowledge spillovers. the paper makes modelsrespectively in Cobb-Douglas production function and the translog productionfunction to explore the innovation efficiency about the three types of innovationregions and which environment factors impact on it by using stochastic frontieranalysis method. The paper builds a model about how the regional innovationenvironment influence the absorption rate of the three kinds of spillovers, and give thedynamic absorption rates about the three kinds of knowledge spillovers in nearlyseven years.
