A Study On The Management Operating Mechanism Of Urban Planning Of The Market Economy

With the development of society and economy, the construction step of the city is also more quickly, especially in the latest twenty years its speed has surpassed every period in our country and the flourishing vision is appeared. City construction has continuously improved the city sight and human's environment, but it also has resulted in some problems such as repeated construction, environment destruction, public benefit damage because of feasibility study hurried, decision-making non-scientifically, urban planning irrationality and short of public attendance. How to order and induct urban construction effectively is the focus problems that the government must solved urgently in socialism market economy system. This thesis analyses and researches related system of urban planning administrator, and some constructive opinions were put forward about urban planning administrator on the basis of the presently status quo.Firstly the basic value tropism and character were discussed based on the system theory and method; secondly the system development history and trend of urban planning system were analysed on the aspect of system vicissitude applying theory syllogism and comparing analysis method; thirdly the public selective system of urban planning administrator, the management system of executing urban planning, the invigorative supervise system of urban planning administrator executing system were analyzed on the aspect of validity of improving government urban planning administrator applying the theory of public economics, management, game theory and information economics and some opinions and advice were put forward; finally the evaluation systems of executing condition of urban planning were constructed using statistics analysis, qualitative evaluation, hierarchy analysis method and vague mathematics and the computer program were worked out. So the executing condition of urban planning can be expediently evaluated or comparatively evaluated by this program, and some related datum of Shanghai, Tianjing, Nanjing and Wuxi were collected for comparative evaluation as a sample.
