Public Participation In Urban Planning In China

With the development of globalization, each country over the world is more and more tightly and frequently connected with each other. Chinese government has realized that the economic growth is based on the participation of the global economy. The participation, of course, can restrict national despotic and monopoly powerfully and force urban public service become more opening and transparent. Urban planning is an important element in the urban public service system, whose plan process is connected with the participation of the public which determines its transparency. Therefore, in the internationalization of the urban public service, public participation is an unavoidable element in urban planning, which helps to reach the international standard, and improve the life quality of people and balance the service quality, all of which can not be reached by national monopolization, moreover, some urban public service is realized by the corporation which is supplied by more than two countries. Therefore, the international market, which is from the economy globalization is an important point to supply efficient urban public service, and improve the study of public participation in urban planning can help us to explore the view on urban public reformation.The public participation theory is a derivation of the New Public Manage Theory, Remoulding Government Theory, and Ladder Theory. Public participation in urban planning, as the extension of democracy is more and more important in academy. From the international view, public participation in urban planning is based on the development of industrialization and urbanization. Therefore, the countries whose public participation is fulfilled are mostly the western developed countries. In these counties, the urbanization is higher, the will of citizen participation is stronger, and the degree is deeper. We should realize that public participation was introduced to us after the development in the western developed countries, which is experienced and has been proved in many aspects such as ways, policies, and legalization in the participation. For these reasons, we should develop a suitable public participate urban planning by jointing the unique condition of China and the experience of the developed countries together, in order to solve the public participation problems in the urban planning and help the degree of public participation in the urban planning to improve .There are five parts in this thesis. The 1^st part is introduction, which introduces the basic theories such as urban planning, public participation, and so on. Moreover, the background of the main idea. The 2^nd part is theoretical basis, which systematically introduces the theories of New Public Manage Theory, Remoulding Government Theory, Ladder Theory and Public Choice Theory. The 3 ^rd part introduces the situation, development, problems, and implication of the international public participation. It mainly introduces the history and present situation of the public participation in the western developed countries, and summarizes the experience and implication in the application in Chinese urban planning public participation, and offer some objective evaluation. The 4^th part is the present situation and problems in Chinese urban planning public participation. This part compares the difference between China and western developed countries in the development of urban planning public participation, and analyzes the present situation and the cause of problem in public participation. The 5^th part is the policy for the public participation. This part is based on the problems of Chinese public participation, discusses the solution of the present problems in Chinese urban planning by using the public participation experience of the western developed countries and applying the theory of Public Leads into the area of urban planning, in order to fulfill the public needs and improve the development of urban construction.
