The occurrence of resources—based city and its transformation to resources—exhausted city is an objective phenomenon in the process of industrialization. Since the establishment of the new Republic of China, many resources—based cities that relying on mineral resources exploitation have occurred and after 50 to 60 years' exploitation, the mines are already or near-ly exhausted. For this reason, the problems of resources—based city such as unemployment, decay of urban economy, environmental pollution and other social conflicts have occurred since 1990s, thus the transformation of resources—based city became a hot issue in theoreti-cal research fields as well as all levels of governments.This essay will start from analyzing the current situation of resources—based cities in China and will bring forward paths for the transformation of resources—based cities. Gansu is an old industrial base and its industrialization began with the establishment of the new repub-lic. After so many years'development, some resources—based cities in Gansu are now facing the problem of resources exhausting and some are in the middle phase of resources—based cit-y. Some mine areas are under exploitation and others are fast growing. It has a typical signifi-cance to explore the paths for the transformation of resources—based city through studying the real situation of resources—based cities in Gansu province. By analyzing resources—based cities, especially those nearly or already resources—exhausted ones, lots of economic, social and cultural problems need to be concerned in the process of transformation. In a more specif-ic way, this process refers to industrial structure adjustment, region construction, land plan-ning, employment and population flowing, interaction between cities and regions and environ-mental protection. When analyzing the problems that occur in the transformation process of resources—based cities, this essay chose many angles and tried to explore various possible paths.In studying the specific methods for the transformation, this essay uses a general premise to specific conclusion reasoning method. The essay has three main parts. In the first part, it will take a comprehensive view on domestic and overseas research on resources—based cities. Because the industrialization in developed countries happened earlier than that does in China, and the research are under different social system, the research results may have some signifi-cance but still can not meet the real demands of China, this part is briefed with western expe-riences. The problems that occurred in recent years are becoming very pressing and various researches came into being, so the essay has a detailed analysis on these research results from both sides of developing phases and classification. The second part will analyze the current situation and some typical innovations in Gansu province on resourced—based cities transfor-mation. Through the study of these real cases, it will put forward that mineral resources are the base of industry development of resources—based cities and the transformation is actually a process of looking for some new ways of strengthening city competitiveness such as the use of land resources, labors, capital and technology as some substitutes of mineral resources to boost industrial structure adjustment, sustainable economic development, interaction between cities and regions, economic, social and cultural transformation. In the third part, five paths will be discussed including structural adjustment, land exploitation, human resources trans-form, innovative development and interaction between cities and regions. This part argues that the transformation needs to focus on promoting micro economic performance, setting up new managing system for large scale enterprises, accelerating the development of middle and small scale enterprises and to construct a harmonious coexistence of these enterprises. The process can adopt the way of land planning and land exploitation and construct industrial re-gions and environment friendly living regions through rebuilding old urban areas and new dis-tricts construction;to create a new idea of human resources and transform the labor advanta-ges of resources—base cities into a new competitive advantage;to make full play of marketing system to allocate resources through innovation in system, mechanism and environment, make resourced—based cities attractive places for capital, information, talents and investment flowing and use social capital and foreign investment to boost the transformation;to use the positive and supportive effect and of resourced—based cities to its neighbor regions to acceler-ate the economic integration between the two sides;lastly, the third part discusses the sus-tainable economic exploration of Gansu and points out a new and efficient way of boosting the transformation of resources—based cities which is promoting a sustainable economic develop- ment.The research is question oriented and has explored new paths to the transformation of re-sources—based cities. The basic argument is that the transformation of resources—based cit-ies should not be equaled to some kind of urban economic transformation, nor the transforma-tion of resources—based enterprises, but need to be studied from a wider angle which is a very complex process that concerns reevaluation of cities, economic and cultural transforma-tion, restructuring of the core competitiveness of cities, the relations between cities and re-gions. In this case, this essay didn't pay much attention to case study or the transformation differences between middle and eastern regions and western regions, but unfolded the argu-ments from some common questions and this research method may help us see the core of transformation problems rather than its appearance. Because the research covers lots of fields and my knowledge, to some extend, is limited, some of my arguments in this essay are not deep or adequate enough and these make my research not that perfect.
