Research On Adjustment And Optimization Of The Industrial Structure Of The Resource-based Cities

Resource-based Cities are what rely on resources development to construct ordevelop, which are flourished for resources, faced to dilemma owing to resourcesreduction or depletion. As an oil resource-based city, oil and gas resources supplyserves as not only an important strength for economic and society development ofDongying a typical oil based city in Shang dong province but also a tremendouscontribution to the whole country. Such problems and difficulties as the growingshortage of resources, single industry structures and weakness of the overall industrialcompetitiveness resource-based cities are now facing with have decided it isnecessary for these cities to adjust industrial structure, and how to realize industrialstructure adjustment and optimization and facilitate economic sustainabledevelopment has become an urgent problem for us to resolve.On the basis of resource economics, industrial economics, management scienceand sustainable development theory and so on, the connotation of resource-basedcities and formation, development and evolution of resources industry aresummarized, and then positive study and normative study are adopted and quantitativeanalysis is combined with qualitative analysis in the dissertation. The deeplyfollowing discussions are carried out are as follows.First of all，based on clear definition of the content of industrial structureadjustment and optimization in resources-based cities, combined the practice ofindustrial structure adjustment and put the SWOT analysis method into use, fouraspects: advantage, disadvantage, opportunity and challenge of industrial structure arediscussed and external pressure factors and inner motive factors are put together andthe model of dynamic coordination mechanism is constructed.Secondly, the relationship between economic growth and industrial structure andfinancial development is further discussed, not only how industrial structureadjustment impacts financial development but also how financial development affectsthe industrial structure adjustment are investigated by regression model, and so therelationship between industrial structure and economic development are done from the respective of demand and supply.Thirdly, the evaluation system of industrial structure adjustment is constructedfrom four subsystems: industrial structure rationalization, industrial structureadvancement，industrial structure high-efficiency and industrial structure ecology andthe interaction of four subsystems are analyzed accordingly. In addition, from theangle of sustainable development, industrial structure adjustment are considered bycombining it with society, resources, environments regarded as an open complex giantsystem and the evaluation index system of sustainable development are alsoconstructed.Fourthly, in view of the entire model mentioned above, the statistic methods suchas factor analysis, regression analysis, co-integration analysis and etc. are used toanalyze and evaluate the statue of industrial and economic development of Dong ying.
