As a world wide problem, resource-based cities transformation, involving in the fields of economics, sociology, geography and ecology, has been a focus of the study on the development of resource-based cities in recent years. During the process of industrializing in Shanxi Province, a source of energy, a great number of resource-based cities arise accompanied by the large-scale development of resources, typically as Datong city, Yangquan city, Jincheng city, Shuozhou city, Gujiao city, Huozhou city, Xiaoyi city, and Jiexiu city, which make great contribution to the national economy while the exhaustion of resources that any resources-based cities with exploration of non-renewable resources will face is no exception to Shanxi province. Taiyuan city, the capital of Shanxi Province, should have general functions of guidance and radiation as the key city, but is also a resources-based city with its four main industries of metallurgy, coal, chemicals and machinery, most of which are resources industries except machinery. So in this period, the probe into the problems exiting in the economic development and the idea on transformation of Taiyuan city has a referential significance in the transformation and development of other resource-based cities and industrial bases in Shanxi Province.Through analyzing the transformation mode, route and policy of resources-based cities, this paper probes into the ways and model for industry transformation. With innovative and competitive theory, it also studies on the industry selection and development space while further proposes systematically concrete measures and suggestions for resource-based cities, and concludes the paper with Taiyuan city as the sample. Besides, under the framework of sustainable development, this paper presents four key points in the cities industry transformation as technology innovation, system innovation, culture innovation as well as information innovation for the construction of AHP model in innovation environment, so as to further enhance the economic growth of resource-based cities.
