Research On Chinese Food Safety Problesm Under The Backgroud Of The Entry Of Transnational Capital

At present transnational monopoly of the world food production chain has been formed. Before 2008, the monopoly layout of soybean production chain has been done, which control the price setting of soybean production and edible oil. Since 2008, The Transition Period of Entering the WTO in the field of food circulation has finished, therefore, there isn't any limit for the transnational capital to entry our country's food production and circulation fields. Now, the food productions of our country such as corn, rice, wheat have been threatened.This paper holds that there is three possible path that transnational monopoly capital or international magnet threatens our country's safe. First, supporting by their home country's huge agriculture subsides; they impact and threaten our country's Self-supporting Ability of food production with their low price and high quality food production in the system of free trade of WTO. Second, with its control of food production chain, i.e. from seed, plantation, Purchasing and storage, production and circulation to the dining table, transnational monopoly capital or international magnet layout the important part of the food storage, production and circulation, and therefore form monopoly to the food Consumer market and threaten the food safe of our country. Third, in the forefront of food production---seed, with its advanced biotechnology, Transnational seed industry take every Strategies and tools to promote their seed production, and when it obtains some market share, the expensive price is protected by the Intellectual Property Protection of WTO, therefore, inflate the cost of the grains farmers, and so impact the our country's food safety.In this paper, applying Industry association theory, Public goods theory, Externality theory, Returns to scale theory, Theory of infant industry protection, Elasticity of demand theory, Monopoly theory, Industry association theory, Public goods theory, Externality theory, Returns to scale theory, Theory of infant industry protection, Elasticity of demand theory, Monopoly theory, the status of our country's food safety which is threatened by the entrance of transnational capital is analyzed, and further, the origin of the entry is analyzed under the guidance of these theories, finally, Countermeasures and Suggestion is given.From apply aspect, mainly base on empirical analysis, this paper integrates multiple economic analysis method, e.g. normative analysis method, qualitative and quantitative analysis method, dynamic and static analysis, comparative analysis etc.It contains seven chapters. In the first chapter, the background, significance, ideas, main method, innovation and shortage are presented. In the second one set out from two angle (.i.e. domestic and foreign),This paper makes a scientific clarification about grain and food security and then conduct comparison and extension. The third chapter is about basis of studying and theory; it generally introduces the economic theories of this paper. In the fourth part, the Chinese food security statuses is analyzed, and then provides impact and threaten of the entry of the Multinational food merchant, of that, the control and layout of the soybean industry, food production and circulation by the Multinational food merchant, and the penetration and layout of the transnational seed industry to our country is analyzed. On the base of this, the fifth further analysis the origin of the entry of the Multinational food merchant constituting a threat. Mainly using comparative analysis, the paper hold the threaten is from the unfair competition between the small-scale peasant economy and the Modern large-scale agriculture, and also from the huge agricultural subsidies of modern country and the Unequal competition of Monopoly of the whole industrial chain of food production.The sixth part summarizes the status of the food production and safety in relative country, such as U.S., EU, Japan, and Mexico and then Comparison and Reference is given, combining the present situation of Chinese food production and safety. The seventh part gives Countermeasures and Suggestion of Chinese food production and safety.
