| Currently,all kinds of food safety incidents occurred,such as “Gutter oil”,“toxic ginger” and “Sudan”.etc.Food safety incidents involve many people and bring great harmfulness.As the dominant organization,the government introduces a series of laws and policies to strengthen the supervision of food safety,while it is not well valid for the unilateralgovernance due to many restrictive factors.Hence,it is essential to find the third organization to govern the food safety with the government.Currently,the food industry associations develop quickly and increase in number.Thus they can make up for the disadvantages of mandatory,low-efficiency and cost-waste of government.While the function of food industry associations have not been employed in an effective way.In this paper,lots of references were summarized,the status of food safety was analyzed and the role of food industry association in food governance is described.The role of food industry association in food management includes improving the effectiveness of government,maintains the steady development of food industry association and perfecting the supervision system.At the same time,the problems of food industry association in governance are also analyzed.They include weak-independence,lack of authority,low specialized level and low self-discipline etc.In view of these problems,the experiences of foreign food industry association in the food safety management are concluded.For example,the experiences of the United States and the Netherlands are summarized.Specially,the valuable experiences on the governance of food safety problems to China are listed.In order to alleviate the pressure of the government,related policies are proposed.First,we should change the function of the government,improve the relevant legal system,and give back the autonomy ability of food industry association.Secondly,we should establish the benign interactions between the government and the food industry association.Thirdly,we should improve the food industry association’s ability,the financing ability,enhancing the specialization level and self-discipline.Lastly,we should supervise the food industry association. |
