During the "Eleventh Five-Year" period, the National Development and Reform Commission established, set the scientific development concept, and established the grand goals of resource-saving and environment-friendly society. State Grid Corporation of China had proposed object of the construction of "two-oriented power grid" (resource-saving and environment-friendly power grid).Development of "two-oriented power grid" is based on thorough grid plan, and the electric grid planning needs accurate power load forecasting as the base. Now State Grid Corporation of China has braught about for how to more effectively achieve the coordination among power grid, resources and the environment. The power load forecasting indicates that it is necessary to construct "two-oriented power grid" with the evaluation index system braught out in the paper.By reading a lot of books and information about the development and construction of power grid, combined with a large number of existing problems during the power grid development and construction, here we gave an overview of the importance and need of the construction of "two-oriented power grid", and summed up the recommendations and improvements for our power grid development and construction.This paper described the status of the power grid development and construction, including basic features, basic procedures, construction status (system, schedure, safety, quility, cost and technology) and the deficiencies, combined with the policy provisions of "two-oriented power grid" cases, this paper summed up the basic situation of China's power grid construction and the necessity of two-oriented power grid.This paper focused on the related factors during the power grid construction including the social, economic, political, environmental, resources, technology analysis and research,combined with the principles to determine the "two-oriented power grid" indicators. Here we proposed the "two-oriented power grid" substations and "two-oriented power grid" transmission lines development and construction evaluation index system,including described and demonstrated resource-saving and environment-friendly aspects, combined with the regulations and rules of power grid development to determine the metrics of the relevant evaluation index system. The comprehensive evaluation methods for the "two-oriented power grid" development and construction included matter-element extension model based on improved information entropy, fuzzy synthetic evaluation based on the entropy weight and, BP neural networks, Monte Carlo method and least square support vector machine method based on Bayesian framework comprehensive evaluation.This paper built the rough set theory and the element extension model based on information entropy and the fuzzy comprehensive evaluation method, and we use respectively to evaluate and analyze the Shandong Liaocheng "two-oriented power grid" substations and "two-oriented power grid" transmission lines and proposed the suggestions and improvements for the "two-oriented power grid" development and construction. The selected object for the evaluation was Shandong Liaocheng transmission project, and the comprehensive evaluation method will be applied to the actual case study to obtaine the relevant evaluation results.The research of "two-oriented power grid" development and construction evaluation system was conducive to conserve resources, optimize resources allocation, protect the natural landscape, reduce waste emissions, good radiation precautions to protect the environment from all aspects in the power grid construction. The whole process and full range management is to achieve the most efficient use of resources and harmonious civilized power grid construction.
