Raising the efficiency of Sci-tech achievement transformation (SAT) is urgent matter for our country deepening independent innovation and is also important for our country constructing the innovation country. SAT and knowledge management (KM) have the relation essentially, and both's essential coupling territory is knowledge innovation. From the resource-ontology-target three dimensional angle of view, SAT&KM performance appraisal's mechanism, model and countermeasure are thorough and systematically researched and SAT&KM performance evaluating index system, evaluation model are constructed, the evaluation results are through scientific examination by sensitive analysis, uniform analysis and so on, which has reflected fully the assessment method and the evaluating index choice's scientification and serviceability, and provides a scientifical and systematical mentality and method system for Chinese enterprises appraising SAT&KM performance.Chinese SAT&KM and its performance appraisal present situation, questions and their origin has been analyzed and forming mechanism and process of SAT&KM performance is analyzed. Elaborated coupling relations between SAT and KM and defined its connotation and characteristics, the mapping mechanism, reflecting mechanism and continuing mechanism of performance formation and ultra three-dimensional structure of SAT&KM process are analyzed, and then the returning, breeding and,gradient advancement process of input, movement, output performance forming of SAT&KM are analyzed. And then three-dimensional framework of SAT&KM performance appraisal is constructed.Empirical appraisal of resource performance of SAT&KM is done. Resource constitutes of SAT&KM performance from three dimensions including talents, organization and knowledge are analyzed, and preelection indices system of resource appraisal is constructed. Take the questionnaire survey as the foundation, preelection indices system is choosen and simplified by fuzzy clustering method, and weights of indices are definited by AHP. Take the twelve large and middle scale enterprises of Heilongjiang Province as the sample, empirical study of resource appraisal of SAT&KM performance is implemented by improvement fuzzy synthesis evaluation method, and the results reliability and weight sensitivity is measured.Empirical appraisal of ontological performance of SAT&KM is done. Characteristics and constitutions of SAT&KM performance are elaborated from analysis of SAT&KM movement model of chain, link, net and spin. Intrinsic relations among knowledge docking, knowledge learning, knowledge sharing, knowledge conformity and knowledge innovation performance are analyzed by ISM method, and then ontological performance indices system is designed. Based on indices'weights computed by ANP, empirical appraisal of ontological performance of SAT&KM of twelve large and middle scale enterprises of Heilongjiang Province is carried on by fuzzy integral method.Empirical appraisal of target performance of SAT&KM is done. Analyzed short-term, intermediate-term, and long-term objective system of enterprises' SAT&KM, target performance of SAT&KM is induced into three integrant parts including economic efficiency, core competence and continual competitive advantage. Target performance appraisal indices system of TAST&KM is constructed by ELECTRE I method to screen, and indices'weights are definited by collection of value repetitive process and entropy weight method, and empirical appraisal of enterprises'SAT&KM target performance is carried on as sample of twelve enterprises.Appraisal of synthesis performance of SAT&KM. Synthesis performance of SAT&KM is definited from angle of "joint power", and basic mentality to appraise KM synthesis performance is summarized. And then KM synthesis performance appraisal's universe of discourse is defined, and synthesis model, coordinated model and cluster model of synthesis performance are constructed, and based on this empirical analysis are carried on separately. Superiority, inferiority and rule of SAT&KM carried on by Chinese enterprises are summarized by analysis of synthesis performance appraisal results of the twelve sample enterprises.Countermeasures to promote SAT&KM performance are proposed. Resource developing countermeasures of SAT&KM are proposed from enhancing staff performance, increasing investment, strengthening informationization management and developing exterior knowledge network and so on. Ontological optimization countermeasures are proposed from sharpening knowledge docking ability, knowledge learning capability, knowledge sharing level, knowledge conformity degree and knowledge innovation ability and so on. Target promotion countermeasures are proposed from raising income level, establishment core competitiveness cultivation mechanism and cultivating continual competitive advantage and so on. And then some suggestiones to enhance SAT&KM performance are proposed by angle of coordination interaction among resource, ontology and target.
