e-learning has a brand new communication mechanism and abundant learning resource, it is a new style of learning. Evaluation plays a key role in determination of success in returing on educational investment. It is the foundation of running e-learning program.Nowadays, a lot of e-learning evaluation approach focus on the effect of e-learning instrucion and related technology, there is few of complete evaluation approach in the perspective of e-learning process management.This dissertation presents an e-learning evaluation approach focus on process management, it evaluates the capability maturity level of an organization that running e-learning program, while using process control to improve e-learning process, therefore, the capability maturity level of the organization has been promoted.To be different from the educational or technical approach to make an assessment of e-learning, this approach emphasis on whether the e-learning organization has the capability of delivering a high quality and persistent service of e-learning.In order to make a complete evaluation in the perspective of process management to a e-learning organization, this dissertation does the following works:First, discussing the theory of e-learning process evaluation. Setting up a e-learning process model, making a formal description of e-learning process modeling, presenting project execution process generation algorithm, to do an essential work for the organizational standard process definition and execution.Second, constructing a quantitative e-learning Process Capability Maturity Model (ePCMM), dicussing process activity measurement , setting up ePCMM meta model, presenting staged model and continous model of ePCMM.Third, based on the analysis of workflow in 5 process areas of ePCMM, a mapping of process main activities and key indicators is presented, while the mapping algorithm of features to process goals and measurement indicators to features are also presentd.Fourth, using process meta-model, on basis of current evaluation, on goal of expected evaluation, a process capability baseline is setup. Using Statistic Process Control (SPC), to control and improve process, in order to make quality improvement and assurence. Finally, taking Suzhou Hualong company as an example, studing its' e-learning program within ePCMM framework, to evaluate the capability level in each process area and maturity of all, based on it, setting up e-learning process capability baseline, implementing process control in learning area with SPC.On conclution, ePCMM is an effective model to evaluate process capability and maturity of an e-learning organization. According to the process improvement stratgy plan of the organization, SPC can be used to make the e-learning process of an organization under control. It makes e-learning process stable, to reach the stratgy goal of the e-learning organization.
