China National Information Security And Strategic Measures

With the outbreak of information revolution and the rapid development of science and technology in today's complex society,especially the extensive application of information network technology in the socio-economic life in various fields,the awareness of national security has been further deepened and expanded.In the 21st century of information globalization,it may be said that the biggest security problem is information security,on the basis of which are economic security,political security, military security,social security,scientific and technological security,cultural security and so on.Whoever has grasped information security will occupy the commanding heights of information age and will have a "right of controlling information." Information security has become a core factor of national security,closely related with other security elements,affecting directly the overall strategy of the political stability,social stability and economic development,which are the cornerstone of the overall national safety.Information security such as information sovereignty, information resources and others has become a key project of national security in information age.In this thesis,with the international environment for the research background and in a comprehensive perspective,information,national security and national information security are analyzed.The status quo of information security and the strategies of maintaining information security in China are explored.This thesis is divided into seven chapters.In the Introduction,the causes of writing this thesis,the status quo of research, the main contents and research methods are proposed.In Chapter One,in the perspectives of international politics and information science,the concepts of national security and information security are defined so as to seek the inner relationships of security,national security,information,national information security.After the Cold War,information security is protruding. Information security is a means to ensure the integrity of information,availability, confidentiality,reliability and controllability,namely,to ensure that information resources in information system and information network should not be damaged, altered,divulged and occupied illegally because of natural or man-made factors. Information security has properties of vulnerability,risk,remaining hidden and unexpected,diversity of attack,the uncertainty of the object and so on.Information security is wide-ranging,involving in political,economic,cultural,military,scientific, technological,ecological,resources and other fields.The factors that threat information include virus attacks,hackers,network crime and rubbish information.In Chapter Two,information security affects China and the world is analyzed deeply.Under the condition of information network into the various aspects of social life,information security has become the cornerstone of national security:information security has become an important factor affecting political security;maintaining national sovereignty is more difficult;"the general mobilization on the network" that is difficult to control will harm the social stability,subvert propaganda threatening the national power,thus making the image of one's country easy to attack and distort; information security is an important premise of economic security that involves in the overall situation of national economic security;the security of information industry itself is worrying;the economic crimes on the network has become a chronic illness of economic security;security challenge in the financial sector is more severe;the influence of information security on the culture shouldn't be ignored;"cultural imperialism on the network" has threatened the inheritance and development of China's traditional culture,socialist ideology,values and moral standards;the influence of information security on the military security is more protruding,so "information control" is significant to the outcome of war,and information deterrence, network information warfare,hacker attacks and military divulges are threatening military security.In Chapter Three,Chinese information security faces threats and challenges. China's informationization construction starts late,the technology of information security lags behind relatively,and the coefficient of network security is very low,so information security can not be optimistic about the status quo.In the perspectives of information flow approaches,technological control of developed countries and the strategies of strong countries of information in the world that threatens China and gives China revelation,analysis is done.In this chapter,information security strategies of America,Britain,France,Japan,South Korea,Russia,India and other countries are especially analyzed,which can be used as reference and bring thoughts to China's information security.In Chapter Four,in the perspective of causes of threatening China's information security,the status quo of China's information security,information security management system,information security consciousness of the national people, information industry depending on foreign countries,imperfect legislation and others are analyzed so that reflections may be given to guarantee China's information security.In addition,that global information gives China's information security assaults and revelation is also analyzed.In Chapter Five,strategies and measures to guarantee China's information security are explored.And the comprehensive security views including the establishment of information security view should be had.On the basis of China's situation,information security guarantee system with Chinese characteristics will be established including law guarantee mechanism of information security,political guarantee mechanism of information security,information security management mechanism,training and usage of information security talents;international exchanges and cooperation should be strengthened so that international mechanism aiming at guaranteeing national information security may be established;by way of diplomacy,a better international environment to ensure information security should be set up to have "new order of international information" and make up the rules of international information network and others.In conclusion,research value of information security and thoughts of China's information security strategy are expounded briefly.Research methods used in this thesis are:(a) dialectical materialism and historical materialism throughout the whole process of thesis writing;(b) qualitative analysis is used to research the meaning of information security and the strategic position of information security;(c) historical analysis is used to research the "information security" extension and changes in national security;(d) comparative analysis is used to research the characteristics of information security,the characteristics of the new security concept and content;(e) combination of standard analysis and empirical analysis are used to research the strategic position of information security and strategic measures to guarantee information security.
