E-government legacy system is an information system, which has been used for quite a while among the government organizations and has played an essential role in the operation of different departments. With the development of information technology and changes in government operation, it is imperative to upgrade the legacy system. Nowadays, one of the most important goals for China's e-government development is to 'promote the information sharing and business collaboration among different governmental agencies'(from State E-Government Framework).The information sharing and business collaboration among government agencies can only be realized when we solve the problem of information integration of e-government legacy systems. This problem can be divided into three sub-questions: â‘  How to integrate the services and applications of e-government legacy systems? â‘¡ How to manage the information resources of e-government legacy system based on information integration? â‘¢ How to design the supporting system for the information integration of e-government legacy systems?EGSMS (E-Government Service Management System) is the foundation for information integration of e-government legacy systems. It can meet the clients' demand by providing flexible management of e-government services and provide mechanism in dealing with exceptional situation. EGSMS is based on semantic web service solutions. The essential elements of service management system are designed by using OWL-S, such as e-government service. Based on MAS (Multi-Agent System), EGSMS is made up of the following agents: SRP (Service Requirement Parser), SCPA (Service Composition Plan Agent), SCIA (Service Composition Implementation Agent), SEA (Service Execution Agent), SECA (Service Execution Control Agent), SEIA (Service Executioner Interface), SEMA (Service Executioner Management Agent), Wrapper.The IRMS (Information Resources Management System) paves the way for the information integration of e-government legacy systems. This research defines OONET (Object-Oriented Petri Net) by extending the usage of Petri Net with object-oriented concept.
