Based on the background of constructing and developing the management information system of Xinjiang road transportation, the implemention architecture was designed, the scheme of data storage with conjointing the centralization and diatribution methods was produced according the real needs, and then the hiberarchy of the sub systems was designed also.Aming at the problem that there are many legacy and new subsystems which couldn't exchange information each other directly, the solution to encapsulate the subsystems by Web Service was produced, to realize the relax coupling between these subsystems. Then the purpose of exchanging information directly between these subsystems was realized, and the design goal to realize data storage with mixing the centralization and diatribution methods was achieved.The problem that these subsystems couldn't exchange information each other directly was existed also because these subsystems have different data format. The XML format scheme was imported as midway to realize the information exchange between these subsystems. DOM, SAX, JDOM and DOM4J were discussed which are the model to access XML file, and DOM4J was selected in the project according the real needs. The examples for reading, writing, modifying and deleting records in XML file were shown.The real scheme to exchage information directly between the subsystem was designed. The softwares and their installation in the scheme were introduced. The service developing, deploying, accessing, undeploying and the client program developing were described in detail by instances.The principle of SOAP was analysed based on inforamtion exchaging between these subsystems. The solution to compress data before data sending at the server node, and to uncompress data after data receiving at the client node was produced using Java Gzip packet while data transporting from the server node to client node using SOAP extention mechanism. The experiment result shows that the solution can save the network resource, improve the efficiency of data transport.
