Bearing a close relation to sustainable development, Land Use/Land Cover Change (LUCC) , a key component and a primary cause of global change, has been attracting increasingly worldwide attention from all countries and international organizations. In major issues of LUCC studies run through two comprehensive approaches—data and scale—which constitute grounds for ensuring the comprehensiveness, veracity and integrality in every key research of LUCC. And it is by means of synthesizing the observations at all levels, interpreting results and matching scale and corresponding data that one can gain a deeper understanding of LUCC.This study, with Fujian and Taiwan serving as moderate-scale study regions and Fuzhou and Taipei as small-scale study regions, conducted a quantitative analysis of data sources' extent and grain in LUCC to achieve no possibility of conducting yardstick reasoning and the fit grain range between the two scales. From the above-mentioned two scales, the study made a systematic analysis of the pattern and process, employed Geostatistics to analyze the dynamic mechanism of LUCC, analyzed the eco-environmental responses in terms of the food safety and the urban built-up land ecological safety on the moderate-scale, the ecological environment of human settlement in terms of green space on the small-scale, carried out the simulation and deduction on the land use transition of Fujian and on the urban built-up land expansion of Fuzhou; Moreover, while consolidating the multi-scale and multi-source datas and developing the SOTER theory, the study has created the moderate-scale SOTER-LUCC database of Fujian and the small-scale SOTER-LUCC database of Zhangpu, both of which have being put into the initial applications.
