It is significantly meaningful for exploitation and usage of resources as well as makinginvestment decision to understand the usage of land of ASEAN. This paper’s purpose is toextract the land cover information of Northern Luzon, Philippines by using RS and GIStechniques. Based on the decision tree classification rule set, we accomplish the sceneryextraction of research areas in36TM/ETM+images of2000and2010. The main tasks for thispaper are:According to the temporal and spatial resolutions of TM/ETM+and the land character ofresearch areas, with the help of Anderson classification system and land cover/usage system ofChina constructed by Geographical Science and Natural Resources Research Institute, ChinaAcademy of Science,2002, we classify the land cover of Northern Luzon Island (latitude15degrees north) into9one-level category, including water, glass, constructed area, paddy field,dry land, forest land, bare land. In addition, construct the corresponding Interpretation signs forimage classification.Data processing including geometric correction, radiation correction and enhancement andso on are applied to the downloaded TM/ETM+images; then, compute the NDVI and tasseledcap transformation; based on the temporal differences of characteristic values and DN values thatare derived from the differences of typical land objects in different images, we can acquire someknowledge rule set; finally, according to the knowledge rule set, we can construct the decisiontree to extract the scenery of research areas. Modify the results based on the high resolutionimages and we can get the land usage images of Northern Luzon Island of2000and2010.With the help of The transfer matrix, analyze the10year’s change of various land type from2000to2010. The results show that in10years, the constructed areas, dry land and aquacultureponds are the three land types that the dimensions have increased and increased by236%,183%and33%respectively-in other words, the dimensions of three land types have increased by651.49km2,6221.02km2and52.4km2respectively; the decreased land types are: water area578.15km2、Grassland1608.45km2、forest1618.83km2, mangrove39.48km2、bare soil105.17km2and2965km2of paddy field.
