With the development of the social, economic and population explosion, the pollution of the URWE (Urban River Water Environment) is getting worse and worse, all circles' attention is increasingly focused on it. How to help the governor and decision-maker of the city to betimes master the river water quality information of the city, to realize fleetly the river water quality after the interrelated policy and father project had implemented, to forecast the change of the water quality in some years at the tempo, this had been the sixty-four-dollar question of the URWE.This article focuses on the sixty-four-dollar question, bringing forward the thinking of setting up the Urban River Water Environment Intelligent DecisionSupport System--URWEIDSS based on Agent,and the key technique wasdisscussed.Firstly, the status quo of the development and the adoptive technique of the URWEDSS (Urban River Water Environment Decision Support System) is analyzed primarily in this article, and aimed at the limitation of the traditional URWEDSS, which couldn't solve the water quality simulation of the complicated system including the internal relationship of the governor, polluter, river water body and so on, the frame of the URWEIDSS based on Agent is given. The autonomy, sociality, distributing of the software Agent was fully used in this frame, this can well and truly describe the interrelation of the URWE entities such as urban water resource, pollution enterprise, governor and so on, and with the simulation of this interrelation can improve the capability of the system to support the decision-making.Secondly, based on the abstract and assignment decomposition of the entities included in the URWE, the Agent model of the URWE entities such as pollutionenterprise, governor and water body was built, and combined with the theory of drainage basin water pollution control and decision-making, the assignment allotment and frame design of the Agent included in the URWE was made in detail, the theory foundation was established to achieve the URWEIDSS based on Agent.Again, the insufficiency of the existing numerical simulation of city river water quality was analyzed, the numerical simulation way based on Agent was put forward, and based on this way , the blocking, Pull-alongs method of numerical simulation of urban river water quality was given. And combined with Object Oriented program thinking, the key technique of this method was solved.And finally, the experiments about the load weakening scheme selection of the Industry-Agent based on Analytical Hierarchy Process, the load allotment of the Decision-making-Agent based on contribution of the load and benefit, the prediction of the water pollution control scheme based on Scenario Analysis, the water quality simulation and forecast of the URWEIDSS based on Agent were designed, the feasibility and the practicability of those methods given in this article had been validated by those experiments.This article was completed based on the project--Water EnvironmentManagement and Decision-making Support and Simulation System of central city of Chengdu ,which was assigned by People's Government of Chengdu .fulfilled by CASIC Ecosystem Simulation Beijing CO.LTD and Environmental research institute of Chengdu.
