With the enhancement of national economic strength, environmental protection has already been put forward into important agenda. Our country pay more and more attention to ecological environment construction through water and soil conservation that can be regarded as a long-term business concerning national economy and social sustainable development. Especially in 2003, the starting of water and soil loss integrative control project in the northeastern black earth area put forward higher requirements on modern management of water and soil loss integrative control aimed at small catchment. The requirements were revealed in that: analysis was developed into qualitative, quantitative and fixed-position analysis from traditional qualitative analysis; transited to mole-factors and mole-variables analysis from single factor analysis; and static analysis was developed into dynamic research. The factors involved were not only changeable, but also had a large amount. Obviously, it showed that traditional method could not solve above-mentioned problems. In the past, the management procedure of water and soil conservation has been to "check achievement through listening to reporting, and check schedule through reading report forms" all the time, which can meet difficultly meet the needs of modern management. Determine the control situation of small catchment in a certain region only through feeling and experience lacking certain scientific basis. Therefore, under the modern technological condition, how to improve and upgrade modern management means about water and soil loss integrative control aimed at small catchment and how to promote scientific and standardized management, has already become the present new subject urgently in need of solution.According to the practical needs of the author jobs, combining many years of working experience on water and soil conservation, using systematic engineering principle, in terms of political administration, the thesis studied management of small catchment integrative control, thus forms a kind of dynamic management mode and design management software about water and soil loss integrative control aimed at small catchment. This management software is made up of two parts, the data management section and figure management section. Two kinds of computer languages were adopted in the software design. Microsoft Visual Foxpro 6.0 was used to design data management section. With Arcview 3.2 of geographical information system (GIS) as developing platform and Avenue as inlay secondary development language, two times partly, all figure functions were realized.There are mainly eleven databases and seven function modules designed in this software. The databases include database of fundamental information of catchment, database of social and economic conditions, database of responsible department, database of construction department, database of supervision department, database of natural conditions, database of project situations, database of measure types, database of erosion types , database of land types and database of benefit evalution parameter. The seven function modules concern catchment situation, fundamental information, project investment, completion checking and accepting, management accordance and figure drawing. All components are combined as a completed system. Its main functions include: display of different water and soil conservation materials; drawing and management of soil erosion situation figures benefit evalution and land utilization situation figures etc; statistics and inquiry of different data information about water and soil conservation; abstraction and output of different data information and report forms. Utilizing the system, we can understand directly some information such as present situation, land utilization, measure and planning and construction schedule, etc. The development of the software provides theoretical foundation for developing management of small catchment toward scientific, politic and module direction.In the land applicability evaluati...
