Soil monitoring and evaluating of arable land is an important basic task which protecting the quality of arable land and keeping agriculture's sustainable development. Soil monitoring of arable land will enable us to understand the cultivation of China's system of agricultural inputs and the impact on soil fertility of arable land, in order to provide a scientific basis for ensuring sustainable development of China's agricultural production; Soil monitoring of arable land will enable us to understand soil bearing capacity of China's arable land, to provide a scientific basis for carrying out targeted crops distribution and varieties' adjustment. Soil monitoring of arable land will enable us to Understand soil various elements' lack and abundance of China's arable land, in order to provide a basis for scientific fertilization. With the development of computer technology, it is possible to manage and analyze soil monitoring data of arable land with computer technology. For the large mount monitoring data, it will be better to store, manage and analyze monitoring data by constructing application system of fertility monitoring of arable land. The main content of this research is: designing and constructing the soil fertility monitoring attribute database of the whole country; designing the functional component and system architecture of fertility monitoring data management system of the whole country; selecting appropriate WebGIS secondary developing component and programming tool to develop system, so that we can achieve the aim to manage and analyze multi-years monitoring data of the whole country's arable land fertility monitoring points by WebGIS and Internet technology.In this study, we use the components of Autodesk's MapGuide Open Source system as the secondary development components of GIS function; We build the B/S structure of this system in the ASP.NET environment, and achieve system's specific function by VB as a scripting language; We use the Office Web Component which is developed by Microsoft Corporation to achieve the function of drawing Chart. Spatial data's format is "SHP", and spatial data are stored on the server as files; Attribute data are stored in different data table which include Al (The questionnaire of basic situation of the monitoring sites), B1 (Soil profiles records and test results table of monitoring sites), C1 (Field production table of monitoring sites), D1 (Fertilization cases record table), D2 (Fertilizer and production summary table), E1 (Annual monitoring results report), within the database in accordance with its contents. We use Microsoft's Access 2003 relational database. This system eventually achieve these five functions including spatial data releasing, data query, attribute data management, analysis of attribute data, attribute data collection in B/S structure. And basically realize that managing and analyzing monitoring data on soil.This study is a primary exploration in managing and analyzing soil monitoring data using WebGIS and network technology. It has a certain value in managing monitoring information in network and macro-scientific decision-making. However, there are many of the system need to improve and upgrade, such as network information security, improvement of management and distribution of user rights, normalization of data and optimization of database structure and so on.
