The paper researches a decision support system that can adjust to modernization engineering need, because the life cycle cost theory in the technology economics is introduced. It combines computer technology, decision science and technology economics. A quantitative decision gist is furnished to decision-maker at cost. New-style decision support system is always popular research areas based on combining decision science with other science technology.The paper expounds the life cycle cost theory in the technology economics. At this point, the factors of influence equipment life cycle cost are analyzed. Aimed at the large harbor enterprise, an applied decomposed framework of equipment life cycle cost is advanced. The instance proves that the decomposed framework establishes a nicer basic to gather and manage cost data, and to provide applied data for decision support system.In order to offer model for model system of decision support system, data processing techniques of neural network etc. dynamic and no need user-defined dimension are used to modeling. When using BP neural network deals with the data of the big numerical value like cost, using common methods of changing concealed node number etc. don't improve the things that the simulated curve is low precision or transpires.
