With the popularity of Internet, more and more information is available and Internet provides more rich information resources and facilitates and the exchange platform for decision support. In the field of regional planning, decision-making problem has gradually become a hot area of current research.Regional planning policy is currently facing a major problem: the current planning is generally in the form of a written report, not to facilitate data analysis and the dynamic reflection of the planning process, not to facilitate the sharing of information between different planning and interface too, but also not to facilitate planning and implementation the process of assessment and regulation.This paper, combined with the characteristics of regional planning policy issues, analyses the multi-objective decision-making problems attribute knowledge representation and knowledge base structure, makes the decision based on knowledge engineering support system software architecture for the realization of objective and accurate reflection of the regional planning elements within the system and the relationship between the evolution process, proposes and implements the hierarchy analysis way and visualization of the radar map for the establishment of regional sustainable development planning and monitoring to provide a scientific method and convenient tool.The emphasis of the thesis is regional planning's system design, the DSS design, knowledge Representation based on the object-oriented multi-objective attribute, the policy-making research of the regional planning combined with hierarchy analysis way, the policy-making decision method by ladar map.At the same time, by referring to a large of the related literature and on base of the integrated application of the latest relevant technology, on the study of regional planning decision support system, a regional planning and smart decision-making models and methods are proposed and a regional planning visualization system is designed and realized. This system has already applied in the Qianjiang city reforming development project and the Wuhan chemical industry newly developed area development project, and through the planning appraisal, the effect is very good.
