The Research Of Knowledge Management-Based Modern Office Information System

The level of informatization has become one of the most important symbol to measure a nation's comprehensive power and modernization degree. To take the challenge of Knowledge Economy era, China is making great effort to speed the pace of national economic informatization. Among lots of business Information Systems, the Office Information System(OIS) which gives the manager direct service including official business and decision support occupy the special significant position. With the wide spreading of OIS, now people begin to put more concerns on improving the application's comprehensive benefit, developing Modern OIS(MOIS) that adapts to the Knowledge Economy(KE) era's necessaries, and researching the theory foundation, system architecture and key technologies of MOIS etc.Upon the base of researching and implementing the OIS for many years, this paper deeply analyzes the need characters of MOIS that adapts to the KE era, points the problems which exist in the system architecture framework, design and application progress, and creatively does the research work such as: gives the definition of MOIS with the joint viewpoint of modern management science and information technology, discusses the basic specialty that MOIS should own, introduces the thought such as Knowledge Management and Behavioral Science into MOIS, gives the technology realization schema of KM, designs the MOIS' system architecture, makes the theory and application foundation of developing new generation OIS. With these foundation, the paper puts forward several solution schemas of key technologies in MOIS, such as 3-tiers system architecture optimization, binary file compression & encryption, tree relationship data process, active notice delivery mechanism and network environment adaptability, and makes some exploring research about intelligent software agent and text mining technology. These solution schemas and exploring research have high reference value to other Information System's R&D.On the base of theory research, the writer have make wide and deep practice, directed and completed a realization of OIS which has part characters of MOIS, and now this system has been put into using in China Academy of Railway Science, and the effect is very well.
