It is an innovation in choice of subject, and it also has practical and immediate significance that introducing knowledge management idea into the field of science and technology research (STR) and using this idea to construct university science and technology research management information system (STRMIS). We can divide university science and technology research management system into knowledge-produced subsystem, knowledge spreading subsystem and knowledge-utilized subsystem according to the holostructure. Consequently, we divide the basic functional structure of university STRMIS into knowledge-produced management subsystem, knowledge spreading management subsystem and knowledge-utilized management subsystem. Only each subsystem coordinates can the integrated one get the highest efficiency. We should especially emphasize the design of the knowledge spreading management subsystem and knowledge-utilized management subsystem because they are less perfect comparatively.Knowledge management-oriented university STRMIS emphasize the importance of knowledge-produced, knowledge-memorized, knowledge-shared and knowledge-utilized in science and technology management, and usefulness of implicit knowledge as well. Therefore we introduce some functions of coordination such as BBS, Email and so on. Consequently, we make some addition of knowledge base and data base towards these functions. To make extensive share of knowledge inside the organization, we choose the combination of B/S mode and C/S mode to avoid the "formation of information islet".
