Mechanism of educational decision-making is a complex system. This paper is to systematically analyze the educational decision-making mechanism in complexity of study perspective on education issues analysis. In generalizing basis of the educational decision-making theory and practice evolution, it discusses the problems existing in educational decision-making mechanism, such as the complex paradigm, value analysis, and other issues. It also deeply discusses complexity of the educational policy-making mechanism construct an effective education policy-making mechanism -" open and adapt–deliberative and interact". This research result is formed on the basis of connection of theory and practice, in cluing not only theoretical study and logic analysis, but also empirical analysis and cases analysis.This paper proposes the change of the education policy-making paradigm from simple paradigm to complex paradigm. Inherent defects which are included in the simple thinking and research paradigm of Educational decision-making cause many problems. The development of systematic science and complex science provide a new thinking pattern to study the educational decision-making - complex research perspective, and it is likely to form a new study paradigm of educational decision-making - complex paradigm.This paper studied the value theory and value analysis method in the education of the educational decision-making mechanism. The issue of the value cannot be avoided in educational decision-making. On the basis of theoretical Study of value and value analysis, it studied the application of value choice and value analysis to educational decision-making mechanism.This paper focuses on the complex issue of educational decision-making mechanism. If educational decision-making organization's system wants to achieve its function and ensure that the elements of system operate effectively, it must have reasonable structure, certain principles of the work, and activities and rules, that is a good mechanism. It discusses the static analysis and dynamic process in educational organization's decision-making mechanism under complex perspective. From ontology, epistemology and methodology three dimensions, it analyzes the elements, structure and function, and research methods of educational decision-making mechanism. Expositions toward logic evolution of the educational decision-making mechanism include the theoretical model of the decision-making mechanisms, as well as main part of the construction, source of education decision-making right and distribution.The construction of an effective "open and adapt–deliberative and interact" education policy-making mechanism is embodied as process from arrangement of organizational form to establishment of target mode in education decision-making mechanism. It studies from enlightenment of complex principle, form and function, target mode to implement of effective path, that is a series of institutional arrangements. Finally, By the case study of decisive mechanism aiming to promote and protect the quality of China's higher education, it analyzes the problem of quality of China's higher education. It also studies the main decision part which guarantee China's higher education and discusses the construction problem from inter quality security system of high education which testify the study results in this paper. Emphasizing the complex principle which contribute to education decision-making, through a series of system arrangement and target mode, will effectively play the function of the education decision-making system, improve the quality of decision-making education, and promote the democratization of decision-making education democratized, scientific and institutionalized.
