A Study Of Educational Decision Support System Based On "National Educational Scientific Decision Service System"

This study takes the support of National Education Science Decision Service System to education decision-making as the core issue.Through action research and case study,an empirical analysis is made on how the National Education Science Decision Service System is used to support educational decision-making.This study constructs an educational decision support system which is composed of three aspects:"how to support","for whom to support","who will support".This study provides an integrated perspective for the decision support system.This study uses a large number of first-hand information and cases.This study mainly finds:First,the challenges faced in the educational decision-making process and its support needs,are not only the origin of the construction of decision support system,but also the starting point to analyze the function of the decision support system.The support needs of the national educational decision-making are as follows:systematic rather than decentralized information prediction,the overall consideration of regional and group interests,multi subject participation and collaboration in decision-making.According to the analysis,compared with the support of database,hearings,polls,consulting reports and joint meetings,the National Education Science Decision Service System has an integrated advantage in response to support needs.Second,by a group of case analysis,this study finds that:On "how to support"good educational decision-making,National Education Science Decision Service System based on the data and beyond the data,through the integration of time and space dimension,providing high quality evidence for education decision-making process,and improving the driving of decision makers by a group of case analysis."For whom to support",National Education Science Decision Service System is a "calculator" for the public interests,through the interest distribution and integration,to achieve the incentive evaluation of education public goods supply and the overall analysis of education development needs,and to support the overall improvement of public interest.On "who will support",National Education Science Decision Service System is an interaction and regulation field of decision participants,through the use of multi subject participation and procedure constraint,to achieve a variety of voice expression and the right to restrict power,and to lay a solid foundation for improving the quality and legitimacy of educational decision-making.Third,the support of educational decision-making is a trinity system by the National Education Science Decision Support System.To realize the function of educational decision support,the integration of evidence and interests and the restriction of decision-making procedure are taken as the medium.Evidence integration,based on "how to support",provides the basis for educational decision support;Distribution and integration of interests,based on "for whom to support",ensure the value orientation of educational decision-making support;constraints of decision-making process,based on "who will support",promote the multi-subjects participation of educational decision-making support.They have their own focus,but also interrelated and interact to form an organic system.The integration of evidence is a means to serve the purpose of interests' integration,while the integration of evidence and decision-making procedures interact with each other and serve each other to achieve interests' integration.We can exert the greatest integration by adopting dialectical thinking.Fourth,National Education Science Decision Service System is used to support educational decision-making.We must thoroughly understand the usage and effectiveness of data and technology.National Education Science Decision Service System cannot be simply regarded as a computer system of integrated data.The use of large data makes educational decision-making more scientific which is the greatest value of data use.The use of technology prompted the decision makers to enhance the power of evidence admissibility.Fifth,people are the key variables to achieve effective support.On the one hand,population and school-age population and their changes are the key background variables of China educational decision-making,and the improvement of human resource plays a key outcome variable.On the other hand,the educational decision-making support of National Education Science Decision Service System depends on the consciousness of the participants in the educational decision-making,including the decision-makers and researchers.
